RECOMMENDATION
 
Staff recommends the City Council (1) approve a general services agreement with RDM Electric Co., Inc. in the amount of $871,700 for a comprehensive high-mast lighting retrofit at multiple park locations; and (2) authorize the City Manager to approve amendment(s) to the agreement in an additional amount not-to-exceed $174,340 for unexpected costs, for a total amount not-to-exceed $1,046,040.  
 
 
BACKGROUND
 
High-mast lighting is a system where light fixtures are mounted on tall poles (often 40-50 feet high) to illuminate large areas.  The Parks, Recreation and Community Services (PRCS) Department utilizes high-mast lighting to light the City’s sports fields and courts throughout the park system.  This project provides a high-mast lighting retrofit solution, which includes:
 
•                     LED lighting fixture retrofit
•                     Lighting system design and engineering 
•                     Installation and construction services
•                     Project management and coordination 
•                     Warranty and maintenance support
 
The general items of work to be done consist of the removal of the existing high mast light poles (where necessary) and equipment, installation of new poles (where necessary), LED high-mast lighting, conduit, wiring, installation, and all other apparent facilities in connection to the lighting upgrades.  
 
The proposers were required to provide pricing for the specific quantities for Culver City, which included:
 
•                     3 Baseball/ Soccer Fields with a total of 157 lights
•                     5 Tennis/Basketball Courts with a total of 63 lights
•                     3 Paddle Tennis Courts with a total of 48 lights
•                     1 Pool with a total of 11 lights 
 
Proposers were also required to provide pricing for an estimated quantity of Public Sector Agency (PSA).  The information was used exclusively to assess the economies of scale available to the agencies participating in the PSA pricing for their own projects.  The goal is to leverage the collective demand of participating agencies to achieve the best pricing possible.  The successful proposer shall agree to provide the same pricing to all agencies participating in this joint procurement, regardless of the timing of their individual purchases.  
 
 
DISCUSSION 
 
On June 26, 2025, staff released a request for proposals (RFP) for the project.   A mandatory walk-through meeting was required on July 22, 2025, in order to survey the condition of the lighting system and understand the full needs of the City.  The proposals were due on August 14, 2025.  Seven companies submitted proposals.    
 
 
                     
The proposals were scored by PRCS staff.  Additionally, staff from SoCalRen, a program that helps public agencies save energy, reviewed proposals to confirm both the scalability to PSA participants and the compliance with California statewide energy efficiency incentive program requirements.  After the initial scores, City staff along with SoCalRen interviewed the top two scoring companies, which were RDM Electric Co., Inc. and US Alt Energy.  Green Energy Innovations was eliminated for not including pricing for Culver City Costs, and US Alt Energy was ultimately eliminated because they did not provide pricing that was in line with the requirements in the RFP.  
 
Staff is recommending City Council approve a general services agreement with RDM Electric Co., Inc. because they have 37 years of experience delivering complex, high-profile electrical projects for public agencies, schools, and municipalities.  They have a successful record with multiple sports and high-mast lighting projects and are knowledgeable with the state requirements for electrical projects.  Their pricing was the most responsive based on the specifics of the project.   
 
 
FISCAL ANALYSIS
 
The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding for the proposed project in Capital Improvement Project No. PP010 (Upgrade Vet’s Ball Field Lighting) which can be found in the Capital Improvement Programs schedule on page 596 of the budget book.  Funding for CIP PP010 comes from two funds. $350,000 is from Fund 419 (Park Facilities Fund) and $850,000 is  from Fund 420R (General Fund Recreational Facilities Reserves) for a total of $1,200,000.

That the City Council:
 
1.                     Approve a general services agreement with RDM Electric Co. Inc. in the amount of $871,700 for a comprehensive high-mast lighting retrofit at multiple park locations; and,
 
2.                     Authorize the City Manager to approve amendment(s) to the agreement in an additional amount not-to-exceed $174,340 for unexpected costs, for a total amount not-to-exceed $1,046,040; and,
 
3.                     Authorize the City Attorney to review/prepare the necessary documents; and
 
4.                     Authorize the City Manager to execute such documents on behalf of the City.
