RECOMMENDATION

 

Staff recommends the City Council approve a professional services agreement with On Duty Health, PLLC for a one-year term with an option to amend for an additional three years in an amount not-to-exceed $75,774.00 annually to provide onsite annual physicals to Culver City Fire Department (CCFD) firefighters.

 

 

BACKGROUND

 

The health and safety of the members of the Culver City Fire Department is a top priority. Annual comprehensive firefighter physicals help reduce the risk of injury, illness, and morbidity among firefighters, while improving overall health, safety, and operational effectiveness in protecting life, property, and the environment.

 

CCFD is guided by two standards that provide recommendations for the health and safety of firefighters:

 

                     NFPA 1582: the Standard on Comprehensive Occupational Medical Program for Fire Departments, which states in Section 7.1.2, “Occupational medical evaluations shall be conducted as a baseline for surveillance and annually thereafter.”

 

                     The Center for Public Safety Excellence (CPSE) Commission on Fire Accreditation International (CFAI), which oversees CCFD’s accreditation. Accreditation criterion 11.B.1 states, “[t]he agency provides for initial, regular, and rehabilitative medical and fitness evaluations.”

 

To align with best practices, CCFD implemented a new annual physical program in February 2024 following City Council approval. The vendor at that time was selected from two responsive proposers to an open Request for Proposals (RFP) issued on PlanetBids.

 

As part of the Fiscal Year 2025-2026 budget process, CCFD recommended-and the City Council approved-the implementation of a more robust program to include enhanced assessments, detailed reports, onsite phlebotomy, and tuberculosis (TB) screening. During this process, staff identified On Duty Health, PLLC through a recent competitive RFP process conducted by the Stockton Fire Department.

 

 

DISCUSSION

 

On Duty Health, PLLC is a mobile health and fitness assessment company specializing in occupational medicine for firefighters, law enforcement, and corporate wellness programs. The company is firefighter-owned, physician-led, and research-driven, offering a unique blend of expertise and credibility when working with first responders. Its services are delivered onsite, minimizing disruption to daily operations while ensuring compliance with NFPA 1582 standards.

 

Staff recommends selecting On Duty Health, PLLC to provide firefighter physicals for 67 CCFD members under terms comparable to the recently awarded Stockton Fire Department contract.

 

Pursuant to Culver City Municipal Code (CCMC) Section 3.07.065 the City may award contracts for professional services based upon competitive quotations, whenever practical, as determined by the City Manager.

 

Additionally, CCMC Section 3.07.055.G. exempts bidding requirements where competitive bid procedures have already been utilized by the City, a public agency or joint powers agency, and the goods or supplies are supplied to the City at the same or better price.  The City of Stockton Fire Department recently conducted competitive procurement for annual firefighter health and wellness examinations services. On Duty Health was selected as the vendor and prices were established. On Duty Health, PLLC is proposing to provide the City of Culver City with the same or better pricing.

 

 

 

FISCAL ANALYSIS

 

The professional services agreement with On Duty Health, PLLC would be for a maximum of $75,774.00 annually. The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding for these services in Account 10145200.614100 (Fire Department Suppression - Medical Services). Funding for future years of the agreement will be included in future fiscal year budgets.

MOTION(S)

 

That the City Council:

 

1.                     Approve a professional services agreement with On Duty Health, PLLC for a one-year term with an option to amend for an additional three years in an amount not-to-exceed $75,774.00 annually to provide onsite annual physicals to Culver City Fire Department (CCFD) firefighters;

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
