RECOMMENDATION

 

Staff recommends the City Council approve a professional services agreement with Fehr and Peers for the Tri-School Traffic Study Project for $248,000 with a 15% contingency of $37,200 for a total amount not-to-exceed $285,200.

 

 

BACKGROUND

 

In April 2020, the City began implementation of the La Ballona Safe Routes to School project.  The project included improvements along Elenda Street between Washington Boulevard and Culver Boulevard.  The project evaluated several roadway configuration options south of Culver Boulevard but was ultimately removed from the project.

 

Since then, the volume of vehicle, pedestrian and bicycle traffic to and from the tri-school area has increased.  Given the unique nature of the tri-school campus, the roadway network constraints, and the various stakeholders, a comprehensive outreach and traffic analysis is needed before considering any additional traffic calming or roadway configuration changes on the streets surrounding the tri-school area.

 

 

DISCUSSION

 

The Tri-School Area Traffic Study (Study) aims to assess current traffic patterns, safety concerns, pedestrian and cyclist activity, and school-related traffic impacts in the area around Farragut Elementary, Culver City Middle, and Culver City High Schools.  Extensive community and public outreach will be integral to the process to ensure input from residents, school administrators, students, and other stakeholders is incorporated into the analysis and recommendations. The overall goal of the traffic study is to achieve community consensus on a set of traffic improvements for the neighborhood.

 

The Study will incorporate various City policies, including the Complete Streets Policy, Bicycle and Pedestrian Action Plan, and Local Road Safety Plan.

 

On April 17, 2025, a Request for Proposals (RFP) #2546 was released and advertised through PlanetBids inviting qualified firms to submit proposals to assist with the Tri-School Area Traffic Study.  The scope of the study includes five community workshops, three surveys, traffic data collection, developing mitigation scenarios, and a preliminary cost estimate of improvements.

 

On May 18, 2025, four proposals were received by the City’s Purchasing Division.  Staff evaluated each firm’s proposal using the criteria below, which was also provided in the RFP:

Staff recommends awarding this project to Fehr and Peers given their extensive and relevant experience with community traffic studies, competitive cost, experience and familiarity with the City, and flexible approach to the project schedule.

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding to cover the costs for the proposed agreement and a 15% contingency in an amount not-to-exceed $285,200 in CIP Project No. PZ941 (Safe Routes to School) which can be found in the Capital Improvements section of the budget book in the Summary by Fund and Project under Fund 420 (General Fund).

MOTION

 

That the City Council:

 

1.                     Approve a professional services agreement with Fehr and Peers for the Tri-School Traffic Study Project for $242,000 with a 15% contingency of $37,200 for a total amount not-to-exceed $285,200; and

 

2.                     Authorize the City Attorney to review/prepare any necessary documents; and

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
