RECOMMENDATION
Staff recommends the Disability Advisory Committee (DAC) approve the program plan proposed by the DAC Architectural Barriers Program ad hoc subcommittee, with adjustments, if any.
BACKGROUND
At the September 25, 2024, DAC meeting, DAC members expressed an interest in potentially expanding the scope of events offered as part of Disability Awareness Month. One potential idea shared was that of a public lecture on the topic of architectural barriers for persons with disabilities. At that time, the committee reached consensus to agendize an item to allow for further discussion on this topic and learn more about their options. At the February 12, 2025, DAC meeting, the DAC formed the “Architectural Barriers Program” ad hoc subcommittee (“subcommittee”) to allow for a subset of committee members and staff to study the feasibility and potential planning of a program for the public. The subcommittee met with staff over subsequent months to discuss potential program formats, locations, promotion, and staff impact, among other topics. From these discussions came a formalized program plan that is ready to be shared with the full DAC.
DISCUSSION
Staff have prepared this report to provide the subcommittee the opportunity to present the plan and allow for its discussion and review with the full DAC. Activities are noted below, with set dates if known.
Activities at the Abilities Carnival and Resource Fair - Sunday, October 5 from 12-3pm
• “Ask Me About the ADA” table
“Architectural Barriers for Persons with Disabilities” Presentation - Wednesday, February 11, 2026, at 6:30pm
• Synopsis: “This presentation will provide an overview of the Americans with Disabilities Act (ADA) and key accessibility provisions in the California Building Code (CBC). Aimed at educating the public, design professionals, and property owners, the session will clarify common misconceptions, highlight essential accessibility features, and explain how codes ensure equal access in public and commercial buildings. Attendees will gain a better understanding of compliance requirements, the importance of accessible design, and how thoughtful planning can create inclusive environments for all.”
• The Presentation will be open to the public and take place as part of a regular or special DAC meeting. The meeting will first come to order, roll call taken, and staff will give a brief explanation of how the Rules of Order will be followed before the presentation begins.
• The Presentation, and thus the meeting, will take place in a larger room at the Senior Center to accommodate a larger audience.
• The public will be able to attend either in person or via WebEx. A staff member will monitor the chat for questions and/or comments from online attendees
• Staff will do extensive marketing of event to groups including, but not limited to:
o Small business contacts cultivated by members of the ad hoc subcommittee
o Contacts from other organizations serving and/or advocating for persons with disabilities
o Current attendees of events such as Dances for the Developmentally Disabled and Socialites
o Contacts affiliated with members of the DAC
o Culver City Chamber of Commerce
o Community members not otherwise affiliated with the above groups, such as local business owners and employers, educators and health providers, and persons with disabilities and their families, that may be interested in or benefit from the information contained in the presentation.
• Staff will gather statistics and collect survey and contact data from attendees, both in person and online:
o Information can include, among other things:
§ How they heard about the event
§ What aspects of the presentation interested them
§ Other topics of interest they would like to see
§ Best days of the week or time of day for a lecture program
o Gathered information, along with attendance figures, will provide a baseline for interest level in future programs of this nature.
