RECOMMENDATION:
That the City Council reauthorize the Memorandum of Understanding with the Los
Angeles County Metropolitan Transportation Authority to receive Proposition A
Discretionary Incentive Grant Funding through June 30, 2011.
BACKGROUND:
The Culver City Paratransit Program has been in operation since 1974. When the
voters passed Proposition A in 1980, money became available to fund paratransit
services.
DISCUSSION:
The Los Angeles County Metropolitan Transportation Authority (METRO) offered
Proposition A Discretionary Incentive Program funds for coordinating paratransit
services between jurisdictional areas. Through coordinating our paratransit effort
with the County of Los Angeles to serve the unincorporated County areas of Ladera
Heights, View Park, and Windsor Hills, and by establishing a reciprocity agreement
with the City of Los Angeles, Culver City is entitled to receive up to 25% of its
paratransit budget in Incentive Grant Funds. The allocation for 2006-2007 is
$93,484.

FISCAL ANALYSIS:
The entire paratransit program is funded with a combination of Proposition A
Incentive Grant Funds ($93,484), Culver City Local Return Proposition C Grant
Funds, and fare box revenue. No general fund money is used for this program.
MOTION:
That the City Council enter into a Memorandum of Understanding with the Los
Angeles County MTA for specialized transportation services through June 30, 2011,
subject to the approval of the City Attorney, and authorize the Chief Administrative
Officer or his designee to sign on behalf of the City Council to continue this program.
