RECOMMENDATION

 

Staff recommends that City Council adopt a resolution approving a revised salary schedule for City employees effective January 1, 2017.

 

 

BACKGROUND

 

On April 4, 2016, California Governor Jerry Brown signed into law Senate Bill 3, which increased California's minimum wage each year so that it will reach $15 per hour in 2022. California's minimum wage will increase from $10.00 to $10.50 per hour effective January 1, 2017.  The new law will increase this amount as follows for employers who employ 26 or more employees:

1.                     On January 1, 2017, the minimum wage will increase to $10.50 per hour.

2.                     On January 1, 2018, the minimum wage will increase to $11 per hour.

3.                     On January 1, 2019, the minimum wage will increase to $12 per hour.

4.                     On January 1, 2020, the minimum wage will increase to $13 per hour.

5.                     On January 1, 2021, the minimum wage will increase to $14 per hour.

6.                     On January 1, 2022, the minimum wage will increase to $15 per hour.

 

 

DISCUSSION

 

California Code of Regulations (CCR) §570.5 require governing bodies to approve and adopt pay schedules for public employees whenever there are changes.

All agencies that are members of CalPERS are required to ensure that pay schedules are publicly adopted and available as prescribed by the California Code of Regulations, Title 2, §570.5 and §571 (b). “Publicly available” is defined as posted at the employer’s office or immediately accessible and available for public review. Placing the adopted pay schedules on the employer’s internet website meets this requirement.

 

 

FISCAL ANALYSIS

 

No additional fiscal impact. The associated costs have already been approved and incorporated into the City’s adopted budget.
