RECOMMENDATION:
Staff recommends that the City Council amend the existing construction contracts to
FS Construction and Torres Construction to provide on-call services to perform
necessary work to include the construction of new bus pads and minor alleyway
improvements in support of the Public Works Department and Transportation
Department and increase the total aggregate not-to-exceed cost amount to
$200,000. Staff is proposing that the contracts continue to expire June 30, 2007.
BACKGROUND:
The Public Work Department receives numerous requests from residents, business
owners, and city staff regarding minor roadway pavement and infrastructure repair
work citywide. The Public Works Maintenance Operations Division responds and
addresses the majority of these requests. However, due to reduction of staffing
resulting from early retirements and layoffs in fiscal year 2002/2003, the Public
Works Department Maintenance and Operations Division has to prioritize and
respond to higher priority and larger repair work. As a result there is an increased
backlog of minor street repair work.
In support of the Maintenance Division, the Engineering Division has assisted in
relieving some of the repair backlog by incorporating it into Capital projects.
However, some of the minor repair work is time sensitive and cannot be postponed
until a scheduled Capital project begins construction. In cases like these,
Engineering Division Staff has to look at related repair work that can be combined
into a project in order to obtain competitive bids. The inefficiency of the existing

process has resulted in limited progress in reducing the Maintenance Division
backlog and has consumed valuable time for Engineering Division staff to coordinate
the piecemeal minor repair projects.
DISCUSSION
On January 23, 2006, the City Council approved a motion to award construction
contracts with FS Construction and Torres Construction to provide on-call services
to perform necessary work for the Minor Pavement and Infrastructure Maintenance
and Repair Program, P-554, for a total aggregate not-to-exceed cost of $100,000
and expiring on June 30, 2007. The program has been successful.
Recently the Transportation Department notified the Public Works Department of
potential lapsing Proposition C funds and the need to spend the funds on bus pad
construction before they expire. The Public Works Department chose several bus
pads that are in disrepair and can be reconstructed. In order to expedite the
expenditure of these funds it is recommended that the City Council amend the
existing contracts to include these bus pad repairs. Also, to gain the economy of
scale, it is recommended that the Green Valley Circle/Sepulveda Boulevard
pavement rehabilitation (new bus pad in the two left turn lanes and funded by
Proposition C) be included in the amended contract so it can be constructed along
with the other bus pads.
Lastly, there is a capital improvement project, Alley Reconstruction – Citywide, P-
295, and it is used to resurface existing asphalt alleys in poor condition and make
repairs/improvements to the surface drainage at the alley way south of Washington
Boulevard between Elenda Street and Midway. This particular capital project
involves the minor repair of alleys and it is recommended that FS Construction and
Torres Construction can be contacted to conduct minor repairs in the alleyways.
Again, the purpose of the contracts is to provide immediate response to the needed
minor repair work, provide competitive pricing, and reduce the street maintenance
backlog. These aforementioned projects are minor in scope and cost.
Engineering Division staff will perform the construction management and
construction inspection for all the work performed under the contracts.
FISCAL ANALYSIS:
Funding for the bus pad and minor pavement improvement will come out of
Proposition C funds, Sepulveda Boulevard/Green Valley Circle Pavement City of Culver City, California

Rehabilitation, P-859, $50,000, and Alley Reconstruction – Citywide P-295,
$100,000.
MOTIONS:
That the City Council:
1. Approve amending the existing construction contracts with FS Construction
and Torres Construction to provide on-call services to perform necessary
work to include the construction of bus pads and minor alleyway
improvements, for a total not-to-exceed cost of $200,000 and expiring on
June 30, 2007,
2. Authorize the Public Works Director and City Engineer to negotiate new unit
prices based on the latest material cost index for the Los Angeles Metro
region published in the Engineering News-Record six (6) months after the
amended contract is executed; and
3. Authorize the City Attorney to prepare the necessary documents and the
Chief Administrative Officer to approve the documents.
