RECOMMENDATION:
Staff recommends the City Council authorize the release of a Request for
Proposals for the preparation of the City’s Sanitary Sewer Master Plan (SSMP).
BACKGROUND:
The Public Works Department is responsible for the maintenance of the City’s
sanitary sewer system (City’s System). The City’s System includes 90 miles of
sewer pipeline, 7 sewer pump stations, emergency notification sensors, and flow
monitoring devices that handle about 4 million gallons of sewage a day. The City
System connects to City of Los Angeles trunk sewer lines which carry the
sewage to the Hyperion Wastewater Treatment Plant. There is a 30 year
agreement between Culver City and the City of Los Angeles (executed in 1999)
for disposal and treatment of the sewage at the Treatment Plan.
The purpose of having a SSMP is to determine if the City’s System has sufficient
capacity to accommodate planned future growth. The SSMP would recommend
capacity enhancements to the City’s System based on anticipated future
development.
A Master Sewer Plan for Culver City was completed in 1970. In 1974, an update
of this Master Sewer Plan was made to reflect the land use element of the
General Plan adopted by the City in 1973.
Another Sewer Master Plan was prepared in 1995 and contained
recommendations for sewer capacity enhancements. As a result, several capital

improvement projects were undertaken from 1998 to 2002 that replaced certain
existing sewer pipes with larger diameter pipes.
DISCUSSION:
There has been a considerable amount of commercial redevelopment throughout
the City since 1995. Many commercial redevelopments increased the amount of
sewage deposited into the City’s System. The 1995 Sewer Master Plan took into
account some of the expected commercial redevelopment. However, the
popularity of Culver City as a business and residential location exceeded the
expectations included in the 1995 Sewer Master Plan. Also the 1995 Sewer
Master Plan did not foresee a major water conservation effort through installation
of more efficient appliances and public education.
Should the City Council authorize the release of the RFP and ultimately award a
professional services agreement for the contemplated work, a qualified
consultant would review the current flow data, obtain additional flow data with
temporary sensors (if needed), review the City’s land use element, and input the
information in a GIS hydraulic modeling software program. The program will
model how the City’s System is functioning during peak sewer flows and report
any expected capacity deficiencies. The RFP will require that the consultant
deliver the software program to the City upon completion of the preparation of the
SSMP. The program can then be used by staff to input new development sewer
flow information and determine any impacts to the City’s System. This data is
expected to be used to determine impacts of proposed developments and the
imposition of related conditions on such development related to addressing
anticipated impacts to the City’s System.
FISCAL ANALYSIS:
There are $100,000 of sewer enterprise funds approved in the City Council
Adopted Budget for Fiscal Year 2013/2014 for the preparation of the SSMP.
