RECOMMENDATION
Staff recommends the City Council (1) accept $30,987.59 in funds from the Culver City Cultural Affairs Foundation (CCCAF) to support the technical enhancement of Veterans Memorial Auditorium; (2) accept $12,294.20 in funds from the CCCAF to support the 2015 Boulevard Music Summer Festival; and, (3) approve the Fiscal Year 2015/2016 CCCAF Budget.
BACKGROUND
The CCCAF was established as a not-profit organization in 2006 with the mission of promoting and supporting the visual arts, performing arts, and the historic preservation programs of the City of Culver City by coordinating and actively pursuing outside funding sources for those programs.
Article II, Section 4 of the CCCAF’s Bylaws (Bylaws) provide the following:
“Whenever the Foundation receives any money, in cash, check or otherwise, it shall, as soon as possible, disburse that money to the City for use by the City, as determined appropriate by the majority of the members of the City Council of Culver City (the “City Council”), for the City’s cultural affairs programs, including the administration of such programs and the operation of the Foundation. Whenever the Foundation receives any other asset, it shall, as soon as possible, convey ownership and possession of that asset to the City for use and disposition by the City, as determined appropriate by a majority of the members of the City Council for the City’s cultural affairs programs, including the administration of such programs and the operation of the Foundation.”
DISCUSSION
At the March 18 and June 17, 2015 meetings of the CCCAF Board, the Board approved the transmittal of a total of $30,987.59 to the City. This sum represents money from the following sources:
1) Net proceeds from the three architectureTALKS fundraisers held on January 25, February 23 and June 7, 2015 (total of $3,987.59);
2) A $25,000 grant received in June from the Joseph Drown Foundation; and,
3) $2,000 in UNRESTRICTED donations.
Technical Enhancements at Veterans Memorial Auditorium
The $25,000 received from the Joseph Drown Foundation was specifically granted to the CCCAF to offset costs associated with technical upgrades to the Veterans Memorial Auditorium stage. The architectureTALKS raised $3,987.59, and there are $2,000 in UNRESTRICTED donations (for a total of $5,987.59). The CCCAF Board has recommended the City Council accept a grand total of $30,987.59 to offset costs associated with upgrades to the Veterans Memorial Auditorium stage. These funds will be combined with additional resources currently available from the Cultural Trust Fund as appropriated in the City Council Adopted Budget for Fiscal Year 2015/2016.
2015 Boulevard Music Summer Festival Donations
Pursuant to a January 12, 2015 City Council agenda item pertaining to the 2015 Culver City Summer Concert Series (Boulevard Music Summer Festival), donations for the concerts were made payable to the CCCAF so that sponsors could take advantage of any applicable tax benefits from their contribution. To date, the CCCAF is in receipt of $12,294.20 in donations made specifically to support this event.
Fiscal Year 2015/2016 Cultural Affairs Foundation Budget
The Bylaws of the CCCAF state that the “Chairperson and Treasurer, with assistance from the City Manager (or his or her designee) of the City shall prepare a budget, which shall then be presented for recommendation by the Board to the City Council no later than the following June, as required by Article III, Section 8. Subsections B and C.”
At the June 17, 2015 meeting, the Board reviewed and approved the attached proposed budget for Fiscal Year 2015/2016 which includes anticipated operating expenses totaling no more than $3,000 and a fundraising goal of $20,000 (which includes money for the Summer Concert Series to be raised by the concert series producer).
After the transfer to the City of $2,000 in UNRESTRICTED funds as outlined above, there will still be $4,842.64 remaining in UNRESTRICTED funds to help offset CCCAF operating expenses until the CCCAF Board is able to raise more money. In Fiscal Year 2014/2015 the CCCAF was financially independent from the City with the exception of costs associated with staff resources provided by the City. At the June 17, 2015 meeting, the CCCAF Board supported focusing its fundraising efforts in the coming year on private foundation grants to minimize the impact on limited staff resources.
FISCAL ANALYSIS
Upon acceptance by the City Council, the funds would be deposited in the Cultural Trust Fund and will be used to (1) offset costs associated the 2015 Boulevard Music Summer Concert Festival and (2) supplement money currently available from the Cultural Trust Fund toward improvements of performance spaces of City-owned and City-operated facilities.

RECOMMENDED MOTIONS
That the City Council:
1) Approve the transfer of $30,987.59 from the Culver City Cultural Affairs Foundation to the City in support of technical enhancement of Veterans Memorial Auditorium; and,
2) Approve the proposed FY 2015-16 Cultural Affairs Foundation budget; and,
3) Accept donations in the amount of $12,294.20 to date to support the 2015 Boulevard Music Summer Festival and approve the transfer of such funds to the City.
