City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council reject the bid received for the Culver West Alexander Park Improvement Project, P-835, located at 4162 Wade Avenue, approve modifications to the final plans and specifications, and authorize staff to re- advertise the project for construction bids. BACKGROUND/DISCUSSION: On May 21, 2007, the City Council approved the final plans and specifications and authorized staff to advertise for bids for the Culver West Alexander Park Improvement Project, P-835. On August 23, 2007, the bids were publicly opened by the City Clerk. CONTRACTOR BID AMOUNT Ryco Construction, Inc. $ 763,470.00 Only one bid was received and it greatly exceeds the available funding for the project. Staff is therefore recommending that the bid be rejected. At the January 2, 2007 Parks and Recreation Commission meeting, the Parks Manager (now retired) gave a presentation on the status of the Culver West Alexander Park Improvement Plans. Fulwood (11/08/07) City of Culver City, California City Council Agenda Item Report picnic tables and benches, landscaping, security lighting and other improvements related to the park. Staff recommends the following items remain in the plans for bidding purposes: • enlarge existing group picnic area, • install new security lighting and hardware at existing recreation building, • eliminate the softball infield, seed and re-seed the turf area, • install new irrigation and backflow prevention device, • demolish and remove existing vacated restroom and horseshoe pits, • install new play apparatus and fence around a portion of the playground area, • install new traffic control gate, • add new jogging trail and landscaping. Staff recommends the deletion of the following items from the approved plans and specifications in order to reduce the project cost and allow bids to come within budget: • new entrance arch at McConnell Alley, • new security gate at the Moore Street entrance, • extend utilities to existing storage building, • resurface existing sport courts, • resurface existing parking lot, • new drinking fountain, • repair existing play equipment, • new drought tolerant landscaping, • new signage, • pooch path fence, • painting of handball courts, • alley paving and wall painting. The following items that are recommended for deletion (above) from the originally approved plans will be incorporated into staff’s work program as budget and time allow: • new drought tolerant landscaping and signage, • repair existing playground equipment, • new park signage, • McConnell paseo wall painting and improvements, • extend the rubberized playground surface (eliminate sand playground area) . City of Culver City, California City Council Agenda Item Report Project Management In order to ensure consistency in the management of all City capital improvement projects, the Public Works Department will be responsible for the management of this project, should the City Council ultimately award a construction contract. The Parks, Recreation, and Community Services staff will serve in a support role. FISCAL ANALYSIS: The bid that was received exceeded the appropriation for P-835 by approximately $500,000. Therefore, staff is recommending that the bid received be rejected. There is no fiscal impact associated with rejecting the bid and the cost to re- advertise in an adjudicated paper is minimal, if the City Council approves rejecting the bid and re-advertising this project. MOTIONS: That the Council: 1. Reject the only bid for the Culver West Alexander Park Improvement Project P-835; and 2. Approve the attached final revised plans and specifications; and 3. Authorize staff to re-advertise for construction bids.
