RECOMMENDATION
Staff recommends the City Council accept the work performed by Terra Pave, Inc., authorize the filing of a Notice of Completion, and authorize release of the retention payment in the amount of $6,185.03 after expiration of the 35-day lien period for the Alley Grading Project, PZ-295.
BACKGROUND / DISCUSSION
On September 28, 2015 the City Council awarded the construction contract to Terra Pave, Inc. in the amount of $124,668.00 for the Alley Grading Project, PZ-295. The project included the extensive grading of several alleys and the mixture of polymer modified emulsions into the top six inches of dirt followed by compaction with a streel drum roller. The purpose is to improve the alley rideability and durability. These unpaved alleys are located at the following locations:
1. The North/South and East/West alleys east of Sawtelle Boulevard, west of Globe Avenue, south of 405 freeway ramps, and north of Washington Place. Approximately 1,000 feet in length.
2. The North/South alley east of Bentley Avenue, west of Tilden Avenue, south of Venice Boulevard, and 250 north of Matteson Avenue. Approximately 250 feet in length.
3. The North/South alley west of Sepulveda Boulevard, north of Washington Place, and south of Matteson Avenue. Approximately 350 feet in length.
Terra Pave, Inc. successfully completed the project within budget and contract time.
Construction management and inspection was provided by Public Works Engineering Division staff. The construction survey was provided by Paller-Roberts and material testing services were provided by Geo-Environmental Inc., both selected through the list of on-call consultant firms pre-approved by the City Council.

The unspent funds will remain available for future projects.

RECOMMENDED MOTION(S)
That the City Council:
1) Accept the work performed by the contractor, Terra Pave, Inc., for the Alley Grading Project, PZ-295; and,
2) Authorize the Public Works Director/City Engineer to execute the Notice of Completion and submit it to the Los Angeles County Recorder’s Office for recordation; and,
3) Authorize the release of $6,185.03 in retention funds to Terra Pave, Inc., following the expiration of the thirty-five day lien period.
