RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize advertising for bids for the Carson Street Sewer Improvement Project,
P-860.
BACKGROUND:
In 2004, the four year long Citywide Sewer Video Analysis and Condition Assessment
Study was completed. The Condition Assessment Study categorized the City’s sewer
main lines into four groups; A, B, C, and D. Group A represents the highest priority for
sewer main replacement and Group D represents the lowest priority for sewer main
replacement. Carson Street sewer main is in Group A. The existing 6-inch diameter
Vitrified Clay Pipe (VCP) sewer main on Carson Street requires replacement and
upgrading to the City’s minimum standard diameter (8-inch) pipe for sewer main lines.
DISCUSSION:
This fiscal year’s adopted Capital Improvement Budget includes the Carson Street
(Street and Sewer Improvement Project), P-860. In order to include the sewer portion
with the other recently approved sewer projects and gain a greater economy of scale,
the sewer design was expedited for completion separate from the design of street
improvements which will be done at a later date.

The scope of work consists of the removal of approximately 610 feet of the existing 6”
vitrified clay pipe (VCP) and constructing a new 8” Polyvinyl Chloride (PVC) sewer
main located along Carson Street between Ince Boulevard and Higuera Street. As
part of the improvements, all sewer laterals will be replaced with 6” PVC to the street
curb only and will include minor pavement repairs.
Under Engineering Division staff supervision, CBM Consulting prepared the
construction plans and specifications for the project at a not-to-exceed cost of
$50,885.
The design of the street improvement portion of Carson Street will be completed in
late February 2007 and will be scheduled on the City Council Agenda for approval of
the final plans and specifications and authorization for advertising for bids in March
2007. The Carson Street, street improvement portion can then be advertised for bids
with the Residential Street Overlay Program, P-863, in Spring/Summer 2007 in order
to obtain a more favorable bid.
Construction Bids
As mentioned above, Staff will combine this Carson Street Sewer Improvement
Project during the advertisement of bids with the following approved sewer projects in
order to obtain more favorable bids for construction,

4. Flaxton Street Sewer Improvement Project, P-842

7. Commonwealth Alley Sewer Improvement Project, Phase II, P-773
It is estimated that the award of the construction contract will occur in February 2007
and construction is slated to begin March 2007.City of Culver City, California

Public Notification
All Carson Street residents between Ince Boulevard and Higuera Street were mailed a
notification postcard on December 20, 2006. The postcard is attached for your
reference.
FISCAL ANALYSIS:
Based upon the engineer’s estimate for the construction cost of this project, the funds
allocated were sufficient in the Capital Improvement Program Budget for Fiscal Year
2005/06 and 2006/07 with Sewer Enterprise Funds.
