RECOMMENDATION:
That the City Council adopt a Resolution that:
1. Orders the Preparation of the Engineer’s Report for the Sewer User
Service Charge for Fiscal Year 2006/2007; and
2. Declares its Intention to Order the Levy of Assessments for Fiscal
Year 2006/2007 that will include a 10% increase; and
3. Duly notices and sets the Public Hearing for June 26, 2006, at 7:00
p.m. in the Mike Balkman Council Chamber to order the levy of this
assessment.
DISCUSSION:
Based on potential rising costs imposed by the City of Los Angeles, a ten percent
(10%) increase is proposed as part of this year’s Sewer User’s Service Charge
Assessment. It is the City’s intent to order the annual assessment levy and
collect assessments including the 10% increase for the Sewer User’s Service
Charge as will be described in the ordered Engineer’s Report.
A Public Hearing will be held not earlier than 45 days after authorization by
Council, with a proposed date of June 26, 2006. All affected property owners
were mailed a notification of the proposed increased assessment and the date,
time and location of the public hearing, as required by Proposition 218. During

the scheduled Public Hearing, the City will consider all protests against the
proposed increase and assessment.
FISCAL ANALYSIS:
This levy is proposed to impose a ten percent (10%) increase over last year on
the Sewer User’s Service Charge. The City of Los Angeles is imposing a forty-six
percent (46%) increase over last year’s charges to the City of Culver City for
Fiscal Year 2006/2007. The City of Culver City will absorb the difference in the
Sewer Enterprise Fund this year and balance the fund with modest increases in
future years.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CULVER
CITY, CALIFORNIA ORDERING THE PREPARATION OF AN
ENGINEER'S REPORT PURSUANT TO THE PROVISIONS OF CHAPTER
502 OF THE CULVER CITY MUNICIPAL CODE AND DECLARING ITS
INTENTION TO ORDER THE ANNUAL ASSESSMENT LEVY FOR THE
SEWER USER'S SERVICE CHARGE AND SETTING THE TIME AND
PLACE FOR THE PUBLIC HEARING
WHEREAS, the City Council of the City of Culver City desires to conduct
proceedings for considenng the annual assessment pursuant to the terms and provisions
of Section 5 02 035 of Chapter 502 of the Culver City Municipal Code in what is known
and designated as, "SEWER USER'S SERVICE CHARGES", and
WHEREAS, the City Council of the City of Culver City destres to complete the
proceedings for the annual levy of the assessments as required by Mtle XIII (C) and (D)
of the Constitution of the State of California ("Proposition 218"), and
WHEREAS, these proceedings for the annual levy of assessments shall relate to
the fiscal year commencing July 1, 2006 and ending June 30, 2007, and
NOW, THEREFORE, the City Council of the City of Culver City, DOES
HEREBY RESOLVE as follows
1 The above recitals are all true and correct
2 The City Engineer is hereby ordered to prepare and file with the City
Council an Engineer's Report relating to said annual assessment and levy in
accordance with the provisions of Section 5 02 035 of the Culver City Municipal
Code
3 Upon completion, said Engineer's Report shall be filed with the City Clerk
who shall then submit the same to this City Council for its consideration pursuant
to Section 5 02 035 of the Culver City Municipal Code
4 The City of Culver City hereby declares its intention to levy the annual
assessment on the ratepayers including a ten percent (10%) increase for fiscal
year 2006/2007
6 A Public Hearing has been duly noticed and set for June 26, 2006 at 7 00
pm in the Council Chamber of the City of Culver City
