RECOMMENDATION:
Staff recommends the City Council: (1) accept the work performed by Republic
Intelligent Transportation Services, Inc. (Republic ITS),; (2) authorize filing a Notice
of Completion; and (3) authorize the release of the retention funds in the amount of
$18,286.44 after the expiration of the thirty-five day lien period for the Upgrade of
Traffic Signal Preemption Devices at Various Locations, P-882, Federal Aid No. ITS
05 – 5240 (014).
BACKGROUND:
On January 25, 2010, the City Council awarded a construction contract with
Republic ITS for the upgrade of the City’s fire preemption components at 44 of 100
signalized intersections within the City. Traffic signal preemption devices provide
priority to emergency vehicles to go through signalized intersections in a safe
manner in order to reduce response time.
DISCUSSION:
Republic ITS successfully completed the work in accordance with the contract
specifications. The construction management and inspection were performed by
Public Works Department Staff.

The City Council approved a $3,589 contingency contract amount. A change order
in the amount of $3,239.40 was approved for quantity adjustments and to provide
preemption emitters for the City’s fire trucks.

As part of the original project budget, $25,000 was appropriated from the General
Fund to supplement grant and developer mitigation funding. Since the project was
completed under budget projections, the General Fund appropriation will not be
expended and will return to the fund balance.
MOTIONS:
That the City Council:
1. Accept the work performed by Republic ITS for the Upgrade of Traffic Signal
Preemption Devices at Various Locations, P-882, Federal Aid No. ITS 05–
5240 (014); and,
2. Authorize the Public Works Director/City Engineer to execute the Notice of
Completion and submit it to the Los Angeles County Recorder’s Office for
recordation; and,
3. Authorize the release of $18,286.44 in retention to Republic ITS after the
expiration of the 35-day lien period.
