BACKGROUND/DISCUSSION

The Plant Based Treaty organization is a global grassroots campaign fighting climate change by focusing on the food system. They advocate for plant-based food systems through policy change with global leaders, as well as leaders in local municipalities.

Representatives from the Plant Based Treaty came to the February 27, 2025 Sustainability Subcommittee meeting to present their cause.

The Cities of Los Angeles and West Hollywood both passed resolutions urging the United States federal government to adopt the Plant Based Treaty.

Additionally, the City of West Hollywood passed two additional resolutions in support of the Plant Based Treaty. The first was to adopt the Plant Based Treaty in which all City-sponsored and internal events and meetings are required to provide vegan meals, snacks, and refreshments as default. Animal-based refreshments can be provided in addition to the plant-based options or staff can special request animal-based options.

The second resolution was for the City of West Hollywood to dedicate educational outreach and funding to encourage employees, businesses, and residents to pledge to practice Veganuary, eating a vegan diet for the duration of January. The City Council directed Economic Development to reach out to local businesses for participation. The Administrative Services Department was directed to encourage staff to participate and $2,500 was allocated towards promoting this program.

Staff recommends following the Cities of Los Angeles and West Hollywood in adopting a resolution that “urges the United States to support a Plant Based Treaty”.

Additionally, staff recommends providing educational outreach about plant based diets through the City’s official social media channels. Staff will invite the Plant Based Treaty to Envirofest to promote a plant-based lifestyle and explain the environmental benefits of a plant-based diet.

Lastly, staff recommends including language on Special Event permits and facility reservations “encouraging plant-based foods if this event or reservation includes meals or refreshments”.
