RECOMMENDATION

 

Staff recommends the City Council (1) award a construction contract in the amount of $533,762 to CJ Concrete Construction, Inc., as the lowest responsive and responsible bidder, for the construction of Sidewalk, Curb Ramp and Driveway Approach Replacement Project, PZ-428 and PCC Pavement Replacement Project, PS-001; and (2) authorize the Public Works Director to approve change orders in an amount not-to-exceed $133,440.

 

 

BACKGROUND/DISCUSSION

 

The City receives maintenance requests from the public for uplifted concrete sidewalks, curb ramps, driveway approaches and street sections.  The Public Works Department compiles resident requests and investigates them to assess the damage and potential hazard to pedestrians.  Typically, the Maintenance Operations Division installs asphalt ramps at uplifted sidewalks to prevent the public from potentially tripping and falling.  Public Works Maintenance Operations and  Engineering Divisions regularly manage projects that prioritize the work based on severity, budget constraints, and previous maintenance measures. 

 

The current project scope includes replacing infrastructure at the following locations:

                     Sidewalk and Driveway Replacement - Citywide Various Locations

                     Curb Ramp Replacement - Helms Ave; Ince Blvd and Carson St; Braddock Dr and Jasmine Ave

                     Cross Gutter Replacement - Elenda St and Lindblade St

                     PCC Pavement Replacement - Washington Blvd, between Wade St and McConnell Blvd

                     Drainage Improvements - Barman Ave; Ballona Creek Bike Ramp at Eastham Dr

 

Since the sidewalk uplift is mainly attributed to parkway tree root intrusion, tree root trimming is also part of the scope. The City Arborist will provide guidance throughout the duration of the project.  Sometimes, the tree must be removed and replaced.

 

Construction Bids

 

On August 12, 2024, the City Council approved the specifications and authorized staff to publish a notice inviting bids for the project. The Notice Inviting Bids was published on the Culver City PlanetBids website on August 28, 2024.  The bid opening date was on September 27, 2024. Thirteen contractors responded. The top four bid amounts are:

Staff reviewed the received contractor bid documents and determined CJ Concrete Construction, Inc. submitted the lowest responsive total base bid.  Staff reviewed the bid proposal and found their bid documents responsive and complete.  Their surety bonds, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements.  Staff contacted CJ Construction, and they agreed that they will perform the project.  CJ Concrete Construction, Inc. has completed similar projects throughout cities in southern California, and references were checked.  CJ Construction previously did work in Culver City on a sidewalks replacement project, and the work was satisfactorily completed.

 

A proposed construction contingency amount of $133,440 (25%) is requested for unforeseen conditions during construction and to allow additional sidewalk replacement as identified by the City. The Public Works Department Engineering Division staff will perform the construction management and construction inspection of the project.

 

 

 

 

 

 

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funding for the project in three CIP accounts.

That the City Council:

                     

1.                     Award a construction contract to CJ Concrete Construction, Inc., as the lowest responsive and responsible bidder, for the construction of Sidewalk, Curb Ramp and Driveway Approach Replacement Project, PZ-428 and PCC Pavement Replacement Project, PS-001 in the amount of $533,762; and

 

2.                     Authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $133,440; and

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
