RECOMMENDATION:
Mayor Silbiger, in his role as Council-appointed Director to the Exposition Metro Line
Construction Authority, requests the City Council consider appointments to the Urban
Design Committee (Committee) of the Exposition Metro Line Construction Authority
(Authority).
BACKGROUND:
On March 31, 2006, the Authority received and filed a recommendation from the
Authority’s Chief Executive Officer entitled “Implementation of Urban Design
Committee and Nomination Process.”
Pursuant to the process outlined in that recommendation, each Director was
requested to submit two nominees for the Committee.
DISCUSSION:
Mayor Silbiger, as the Council-appointed Director to the Authority, has considered
the following two nominees to the Committee: Mr. Jim Berland and Mr. Kevin
Klowden. While the attachment references an April 21, 2006 deadline for
submission of the nominees’ names, Mayor Silbiger has consulted with the Authority
CEO who replied there is still time for the nominations to be made.
Mayor Silbiger has requested the City Council consider the appointment process
and the two nominees listed above.

RECOMMENDATION
Receive and File this report pertaining to the formation of an Urban Design
Committee for the Exposition Metro Line Construction Authority. Request that all
Directors submit two nominees for this Committee to the Chief Executive Officer
by April 21, 2006.
SUMMARY
In order to receive community input into the aesthetic features of the Exposition
Light Rail Line, the Authority will form an Urban Design Committee to work with
staff and the Design-Build contractor to provide input into landscaping, station
design, soundwalls and art along the alignment. The MTA instituted a similar
Committee for the Metro Orange Line, which helped increase community
involvement and support for the project; provided constituents with an opportunity
to have input into important aesthetic features; and allowed for consistency of
design elements along the alignment.
The Authority hopes to replicate these efforts by convening an Urban Design
Committee early on, to work with the Design-Build contractor at key milestones
during the design phase of the project. By forming this group at the beginning of
the design process, the community will have maximum input into the aesthetics
of the project.DISCUSSION
In order to have a productive working group, the Authority is requesting that each
Authority Board member nominate two individuals to represent them and the
community on this Committee. These individuals should be residents or
stakeholders along the alignment and should be willing to meet at key points
during the design phase to provide input and advice to the Design-Build
contractor. These members need not have technical backgrounds in
landscaping or art, as the staff and contractor will be able to brief the members
and provide them with all necessary information. This will be a collaborative
process with the goal of reaching a consensus on design recommendations;
thus, nominees should be interested in the project and will need to work
collaboratively in a relatively short period of time with other community members
along the entire alignment to develop recommendations on design elements for
the project.
Once nominations are forwarded to the Chief Executive Officer, the Authority will
work with the Design-Build Contractor to convene the Urban Design Committee
soon thereafter. The Committee will be given an overview of the project and their
duties and responsibilities as members of this Committee. Meetings will be
called at key milestones during the design phase in order to provide input to staff
and the Design-Build contractor. Since each Board Member has the option of
nominating two members, the Committee will be large enough to accurately
represent communities along the alignment, yet be of the appropriate size to
ensure that the group can work collaboratively and arrive at a consensus on
recommendations.

NEXT STEPS
A letter will be sent to each Board Member asking that the Board member
forward two nominations to the Urban Design Committee to the Chief Executive
Officer by April 21, 2006.
