RECOMMENDATION:
Staff recommends that the City Council approve the final plans and specifications
and authorize the advertising of bids for the Washington Boulevard Resurfacing
Project, (Sepulveda to Elenda Boulevards) P-843.
BACKGROUND/ DISCUSSION:
Washington Boulevard between Sepulveda Boulevard and Elenda Avenue is an
arterial street and is identified in the Pavement Management System as a high
priority for resurfacing. The existing asphalt pavement has deteriorated due to age
and impacts from high traffic. The project consists of the following:
1. Removal of 3.0 inches of the existing asphalt concrete pavement by grinding
and replacing it with 3.0 inches of new rubberized asphalt concrete along
Washington Boulevard between Harter Avenue and Huron Avenue.
2. Removal of 1.5 inches of the existing asphalt concrete pavement by grinding
and replacing it with 1.5 inches of new rubberized asphalt concrete along
Washington Boulevard between Sepulveda Boulevard to Harter Avenue and
from Huron Avenue to Elenda Street.
3. Total pavement reconstruction of limited areas located between two residential
streets (Commonwealth Avenue and Center Street) at the south side of
Washington Boulevard where significant surface distress has been identified.

4. Reconstruction of commercial driveways to allow for ADA accessibility within the
project limits and replacement of all damaged curb, gutter and sidewalk.
The project will be bid with two alternatives, one with standard asphalt and the other
with rubberized asphalt. Typically, rubberized asphalt is more expensive than
standard asphalt. However, rubberized asphalt is an exceptional paving product that
is superior at reducing reflective cracking, produces a significantly quieter ride, and
the surface color stays dark for a longer period than conventional asphalt.
Depending on the bid amount and available construction budget, staff will
recommend the bid alternative at the time of construction contract award.
Under Engineering Division staff supervision, Berryman & Henigar, engineering
design consultant for the City prepared the construction plans and specifications for
this project for an amount of $75,225.00. It is estimated that the award of the
construction contracts will occur in September 2005, with construction slated to
begin in October 2005 and expected to be completed in December 2005.
Public Notification
All Washington Boulevard business and residents directly affected by the project
were mailed a postcard on July 14, 2005, amounting to a total of 85 at a cost of
$ 19.32. The postcard is attached for your reference.
FISCAL ANALYSIS:
Sufficient funds were appropriated for these projects in the Redevelopment Agency
Budget (55393503).
