RECOMMENDATION:
Staff recommends the City Council: (1) accept the work performed by All American
Asphalt; (2) authorize filing a Notice of Completion;3) authorize release of the retention
payment after the expiration of the 35-Day lien period, and (4) related Budget

A BUDGET AMENDMENT REQUIRES A FOUR-FIFTHS VOTE
BACKGROUND/DISCUSSION:
On May 2, 2011, the City Council awarded a construction contract to All American
Asphalt. The project consisted of variable depth grinding of existing asphalt concrete
(AC) pavement and replacing it with 2 inches of new rubberized asphalt concrete hot-
mix pavement on the following street segments:
1. Barman Avenue: Coombs Avenue to Elenda Street
2. Bentley Avenue: Venice Boulevard to Washington Place
3. Coombs Avenue: Barman Avenue to Farragut Drive
4. Cota Street: Rhoda Way to Jefferson Boulevard
5. Dobson Way: Stevens Circle to Jefferson Boulevard
6. Farragut Drive: Jasmine Avenue to 100 feet west of Motor Avenue
7. Fay Avenue: Washington Boulevard to northerly city limit
8. Hayter Avenue: Sawtelle Boulevard to Port Road
9. Jasmine Avenue: Culver Boulevard to Farragut Drive
10. Kinston Avenue: Rhoda Way to Jefferson Boulevard
11. Matteson Avenue: Alley west of Bentley Ave. to alley east of Bentley Ave.
12. Ocean Drive: Cota Street to Rhoda Way

Additionally, the scope of work included removal and replacement of uplifted and
broken curb and gutter, and new pavement markings with thermoplastic paint. Also a
change order was issued for the installation of new speed bumps on Segrell Way and
Culver Park Drive. The City Council approved the installation of temporary speed
bumps on Segrell Way and Culver Park Drive through a separate agenda report.
All American Asphalt successfully completed the work as required in the executed
contract dated May 17, 2011. There is a one year warranty on the work product for any
potential defects. The construction management was performed by staff, and
construction inspection was performed by APD Consultants, Inc. through their on-call
general civil engineering contract. Construction geotechnical service was performed by
Kling Consulting Group, Inc. through their on-call general geotechnical engineering
contract.
FISCAL ANALYSIS:
The approved construction contract amount was $947,000 and the City Council
authorized the Public Works Director/City Engineer to approve change orders in the
amount not to exceed $359,125. The final expenditure amount was $1,165,242.

Staff recommends a budget amendment to appropriate $23,000 from the Playa Vista
Traffic Mitigation Funds/Sunkist Park Neighborhood account (420.212260) to the
Pavement Overlay Program capital improvement project, P-863, account number
42000863 for the new temporary speed humps on Segrell Way and Culver Park Drive.
Remaining funds in the amount of $344,108 will be used for future pavement
resurfacing projects.
MOTIONS:
That the City Council:
1) Accept the work performed by the contractor, All American Asphalt, for the
2011Pavement Overlay Project, P-863, P-903; and,
2) Authorize the Public Works Director/City Engineer to execute the Notice
ofCompletion and submit it to the Los Angeles County Recorder’s Office for
recordation, and,
3) Authorize the release of $116,524 in retention funds to All American
Asphaltfollowing the expiration of the thirty-five day lien period.
4) Approve a Budget Amendment to appropriate $23,000 from the Playa Vista Traffic
Mitigation Funds/Sunkist Park Neighborhood account 420.212260 to account
number 42000863 (a budget amendment requires a four-fifths vote).
