RECOMMENDATION
Staff recommends the City Council: (1) accept the work performed by Kasa
Construction for the West Washington Phase II Streetscape Median Project.; (2)
authorize filing the Notice of Completion; and (3) authorize the release of the
retention funds in the amount of $30,573.40 after the expiration of the 35-day lien
period.
BACKGROUND
On May 3, 2010, the former Culver City Redevelopment Agency Board approved
a construction contract with KASA Construction in the amount of $287,999 and
authorized the Community Development Director to approve change orders, up
to an additional $30,000 for unforeseen conditions. The scope of work for the
construction of three new landscaped medians between Centinela Avenue and
Boise Avenue along West Washington Boulevard. consisted of the following:
removal of existing pavement and curbs, construction of 6” concrete curbs,
restriping and pavement patching where required, coordination with existing
utility companies for water and electric service, installation of lighting and
irrigation infrastructure and planting of trees and groundcover.

DISCUSSION
KASA Construction successfully completed the work, as required in the executed
contract dated May 10, 2011. The project began in June and was primarily
completed by November. However a lighting instrument ballast delayed full
completion until February 1, 2012.
The construction management was performed by Troller Mayer and Associates
with inspection services provided by Public Works Engineering Division.
This project was constructed by the former Redevelopment Agency. The project
was assigned to the City of Culver City pursuant to the Cooperation Agreements.
Therefore, the City Council is requested to take action on this item this evening.
FISCAL ANALYSIS
The former Culver City Redevelopment Agency Board authorized up to $317,999
(Base Contract plus Contingency) for this project. During the course of the work,
four change orders, for a total additional cost of $17,735 were approved. The
final project cost was $305,734, approximately $12,265 below the allowable
contingency. Most of the change orders were related to removing and replanting
trees that had fallen during wind storms and were not the result of problems on
plans or related to construction.
MOTION
That the City Council:
1. Accept the work performed by KASA Construction for the West Washington
Phase II Streetscape Median Project; and,
2. Authorize the City Manager to execute the Notice of Completion and file it with
the Los Angeles County Recorder’s Office; and,
3. Authorize the release of $30,573.40 in retention funds to KASA Construction
after the expiration of the 35-day lien period.
