RECOMMENDATION
Staff recommends the City Council approve an increase to the Southern California Hospital FY2018-2019 Purchase Order by $10,000.000 for a total not-to-exceed amount of $60,000.00 for inmate pre-booking medical clearances.
BACKGROUND/DISCUSSION
The Culver City Police Department (CCPD) is required by state and federal law to provide medical services to arrestees known to have or declaring medical issues or injuries prior to booking and housing in the CCPD Jail. The cost of the hospital emergency room visit is borne by the Department.
In 2015, the City entered into a Medical Services Agreement with Vital Medical Services, LLC, for in-house medical services for CCPD arrestees and inmates to reduce officers’ time waiting at the hospital for pre-booking medical clearance and reduce hospital medical costs.
Vital Medical Services cannot provide clearance for the following conditions/complaints:
1. Chest pains
2. Active shortness of breath
3. Any injury to the head
4. Seizures of any kind
5. If the subject lost conscientiousness
In the event a subject who is taken into custody and experiences one of the above listed conditions, the subject must be transported to a local medical facility for pre-booking medical clearance. Only after being medically cleared at a local hospital or medical facility can that person be taken to the CCPD Jail and booked. Additionally, a subject cannot be accepted or housed at a Los Angeles County Sheriff’s Department Jail facility without first being medically cleared at a local hospital.
The Police Department has transported inmates for pre-booking medical clearances to Southern California Hospital for decades. Hospital costs are based on the level of emergency room service. The majority of CCPD’s pre-booking medical clearances is either a Level II or Level III. The costs for pre-booking medical clearances have significantly increased over the last five calendar years.

The City had previously allocated $50,000 in a purchase order for FY 2018-2019 for Southern California Hospital pre-booking medical services. The additional $10,000.00 increase to the purchase order, bringing the total to $60,000, exceeds the City Manager’s purchasing authority and is needed to cover the costs of the remaining FY2018/2019 Southern California Hospital invoices.
FISCAL ANALYSIS
The City Council Adopted Budget for Fiscal Year 2018-2019 includes adequate funds to cover this increase, for inmate pre-booking medical clearances (10140200.619800).

That the City Council:
1. Approve an increase to Southern California Hospital FY2018/2019 Purchase Order by $10,000.00 for a total not-to-exceed amount of $60,000.00 for inmate pre-booking medical clearances; and,
2. Authorize the Purchasing Officer to issue a change order to the purchase order.
