Staff recommends that the City Council (the “Council”):
Staff recommends that the Council authorize the award of a construction contract to
Sialic Contractors Corporation dba Shawnan as the lowest responsive and

Project, P-863; and authorize entering into a professional services agreement with
Nickerson Company to provide construction inspection services.

BACKGROUND:
On July 24, 2006, City Council approved the financing plan to adequately fund the
Washington Boulevard Resurfacing Project, P-843, Culver Boulevard Pavement
Reconstruction Project, P-837, and Residential Overlay Project, P-863. Staff did not
provide the City Council with any information regarding the names of the bidders.
Staff did this to insure the decisions regarding the financing of the project and which
alternates will be chosen are not influenced by who may have submitted bids. This
process helped create a clear record that the ultimate award of the contract will be
based on the lowest overall bid, not who submitted it.
The scope of work for three projects consist of the following,
Washington Boulevard Resurfacing Project
Washington Boulevard between Sepulveda Boulevard and Elenda Avenue is an
arterial street and is identified in the Pavement Management System as a high
priority for resurfacing. The existing asphalt pavement has deteriorated due to age
and impacts from high traffic. The project consists of the following:
1. Removal of 3.0 inches of the existing asphalt concrete pavement by grinding and
replacing it with 3.0 inches of new rubberized asphalt concrete along Washington
Boulevard between Harter Avenue and Huron Avenue.
2. Removal of 1.5 inches of the existing asphalt concrete pavement by grinding and
replacing it with 1.5 inches of new rubberized asphalt concrete along Washington
Boulevard between Sepulveda Boulevard and Harter Avenue and from Huron
Avenue to Elenda Street.
3. At the intersection of two minor residential streets (Commonwealth Avenue and
Center Street) at the south side of Washington Boulevard significant surface
distress has been identified and the pavement will be reconstructed in these
areas.
4. Reconstruction of commercial driveways to allow for ADA accessibility within the
project limits and replacement of all damaged curb and gutter and sidewalk.
Culver Boulevard Pavement Reconstruction Project
Portions of eastbound Culver Boulevard right lane between Le Bourget and Jasmine
Avenues is exhibiting street failures.
As per the recommendation by Chec Engineering Consultants, the work for
pavement reconstruction will consist of the removal and replacement of 12 inches of City of Culver City, California

subgrade and asphalt. The new subgrade is required to be compacted to a
minimum of 95%.
Residential Overlay Project
This project consists of the grinding of existing AC pavement and overlaying with
ARHM along the following streets,
Sawtelle Boulevard (Sepulveda Boulevard to Malat Way)
Grayridge Drive (Sawtelle Boulevard to cul de sac)
Deshire Place (Overland Avenue to cul de sac)
Franklin Avenue (Sepulveda Boulevard to Huntley Avenue)
Karen Circle (Rhoda Way to cul de sac)
La Salle Avenue (Culver Boulevard to Braddock Drive)
La Salle Avenue (Farragut Drive to cul de sac)
Jackson Avenue (Farragut Drive to cul de sac)
Madison Avenue (Farragut Drive to cul de sac)
*Staff is recommending a motion that City Council authorize the Public Works
Director/City Engineer to increase the quantities of contract items by 25% for the
purpose of repaving additional residential streets if the City Council also authorizes
the expenditure of Prop 42 funds for this project. The list of additional streets will be
available at the City Council meeting.
This project also includes the removal and the replacement of sections of highly
deteriorated roadway pavement with 12” AC, replacement of traffic loops, the re-
striping of traffic lanes, delineating pavement markings, and the installation of raised
pavement markers.
DISCUSSION:
On July 13, 2006, the Deputy City Clerk publicly opened and read aloud the bids.

Staff reviewed the four (4) bidder’s bid documents. All the bid documents were
found to be responsive and complete.
Per the City Council approved financing plan on July 24, 2006, the total bid amount
excludes Washington Boulevard Add Alternate #1. Staff is not recommending the
construction of the Add Alternate #1, as the work involved is not necessary to
resurface Washington Boulevard. The total lowest overall bid was determined
based on the total base bids of the Washington Boulevard Resurfacing Project,
Culver Boulevard Pavement Reconstruction Project, and Residential Overlay
Project. Based on this Shawnan is the lowest overall bidder.
Shawnan has recently completed major construction projects for both the City of
Manhattan Beach and City of Anaheim. Representatives from the both cities
indicated that Shawnan performed in a professional manner and recommended
them for future projects.
Two weeks prior to construction activity, the businesses and residences adjacent to
the projects will be provided with written information on the project schedule and
contact information in the event they have questions or concerns. Also staff will be
in close contact with La Ballona Elementary School, El Ricon Elementary, and King
Fahad Mosque to ensure that the construction work does not unduly interfere with
major school testing and during the Friday afternoon Mosque prayer services.
The construction management will performed by in-house staff. City of Culver City, California

Staff recommends the construction inspection to be conducted by Nickerson
Company for projects at a not to exceed amount of $30,000. Nickerson Company
currently has an approved General Inspection Services contract with the City.
Nickerson Company has a lower hourly billing rate, $80, than CBM Consulting,
Berryman & Henigar, and Hall and Foreman’s whose standard billing rate for a
construction inspector are $88 an hour, $90 an hour and $105 an hour, respectively.
The Geotechnical Construction Services will be conducted by Zieser-Kling
Consultant, Inc. for the construction observation and testing for the roadway
pavement resurfacing and reconstruction work under the approved general
geotechnical services agreement with the City.
The construction work will begin in September and expected to be substantially
completed before the Holidays.

There are State Proposition 42 Traffic Congestion Relief funds available in the
amount of $299,221 to Culver City. We are recommending that the City Council
approve a budget amendment appropriating Proposition 42 funds to the project and
authorize the Public Works Director/City Engineer to increase the contract quantities
by 25% to include the repaving of additional residential streets.
