RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize the advertising for construction bids for Sewer Rehabilitation Projects:
Sewer Main in Farragut Drive (Jasmine Avenue to Overland Avenue) and Elenda
Street (Washington Boulevard to Culver Boulevard), P-872; Sewer Main In
Easement between Madison Avenue and Lincoln Avenue, P-893; Sewer Main in
Easement between Baldwin Avenue and La Salle Avenue, P-894; Sewer Main in
Tellefson Road and Ranch Road, P-904.
BACKGROUND:
Most of the sewer mains in this group of projects are identified as high priority
repairs in the City’s Sewer Video and Condition Assessment Report dated June 29,
2004. Constructed between 1910 and the 1940’s, these aging sewer mains exhibit
root damage, cracked pipes, protruding laterals, and offset joints. Due to the fact that
several of the sewer mains are located along the rear property line easements
where they are difficult to access and maintain, Public Works has been investigating
innovative approaches and methods to rehabilitate the sewer mains with minimum
impacts on private properties.
On July 28, 2008, the City Council awarded the design contract to Dudek for the
sewer rehabilitation project.

DISCUSSION:
Dudek completed the design and preparation of the plans and specifications for the
sewer rehabilitation projects.
After the study of the latest Closed Circuit Television (CCTV) inspection of the
existing sewer mains, it was determined that the sewer pipes have structural
integrity, though there are signs of root damage and joint problems. It is
recommended that all the sewer mains should be rehabilitated with an innovative
liner system. The lining process relies on trenchless sewer reconstruction
technology that does not involve time consuming, expensive and disruptive open
excavation. This is especially important since several of the lines scheduled for
rehabilitation are located in the rear property line easement where access for
construction is very difficult. Instead of excavation and replacement of the existing
sewer main, the cured-in-place lining process provides for the insertion of a special
lining material inside the existing pipe. The new liner creates a watertight, smooth-
surface that is structurally sound and long lasting within the existing sewer main
pipe. All the existing manholes will be rehabilitated either through polyurethane
spray-on coating or a structural ploytriplex fiberglass lining system.
Based on review of the sewer videos, it appears that approximately 50% of the
active sewer laterals studied have various degrees of root intrusion with some of the
roots extending into to City’s sewer main lines. As part of this project, sewer
laterals with root intrusion or damaged lateral connections to the sewer main pipes
will receive a “top hat” trenchless lateral lining system at the connections. This will
help reduce root intrusion in the future.
FISCAL ANALYSIS:
The adopted 2008/09 CIP budget includes a combined $1,460,000 of Sewer
Enterprise Funds for these four sewer rehabilitation CIP projects. This amount
includes engineering, construction and all contingencies. The engineering estimate
for this construction contract is approximately $1,270,000. The design cost is
approximately $150,000, and the construction management and inspection cost is
estimated to be $100,000. The project budget is $50,000 less than estimated
amount required for construction. At the time of construction contract award, a
budget amendment may be necessary based on the bid amount. Any additional
amount that may be necessary will be funded from the Sewer Enterprise Fund.
