RECOMMENDATION:
Staff recommends that the City Council approve a budget amendment of $44,904
and a professional services agreement with Geo-Environmental, Inc. for the final
design of the slope repair behind the properties located at 10745, 10747, and 10751
Cranks Road and 5722 and 5724 Tellefson Road.
A four-fifths affirmative vote is required to amend the budget.
BACKGROUND:
On February 12, 2005 a landslide occurred on the slope in the rear of the properties
located at 10747 and 10751 Cranks Road and 5724 Tellefson Road. After
consultation with a geotechnical firm, the Public Works Department and Building and
Safety Division deemed five properties (including 10745 Cranks Road and 5722
Tellefson Road) to be unsafe for human habitation and all were ‘red-tagged.’ Also
due to the imminent threat of further sliding, Tellefson Road was closed between
Cranks Road and Bernardo Road.
Portions of this slope were subjected to landslides in the 1960’s, 1978, late 1980’s,
and in 1993. There have been several variations of repairs conducted throughout
the years that were funded by the Federal Emergency Management Agency (FEMA)
and the property owners. The most recent repairs to the slope occurred in 1993
when a soldier-beam pile system consisting of three walls, a series of terraces, and
concrete gunite were installed.

The failure occurred under the concrete gunite that was placed in the rear properties
at 10749 and 10751 Cranks Road and 5724 Tellefson Road. The slope further east
at the rear properties of 10745 Cranks Road and 5722 Tellefson Road did not fail;
however, it was the opinion of the City’s consulting geotechnical engineer that there
was an imminent threat for a slide to occur there.
March 2005 to June 2005
There were several meetings held with FEMA representatives and the property
owners regarding repairing the slope. FEMA stated that the February 12, 2005
event was included under the federal emergency declaration of the January 2005
storms. Also, they recommended that an extension be filed to ensure that the
window of receiving possible federal reimbursement for the repair work did not
expire after the first 6 months following the date of the disaster declaration (August
4, 2005). Staff filed a twelve month extension to complete the repair work. At the
same time it was determined that a geotechnical and geologic investigation of the
slope should be conducted.
On June 10, 2005, the City Council approved a budget amendment of $35,000 and a
professional services agreement with Zeiser Kling Consultants, Inc. for the
geotechnical and geologic investigation of the slope behind the five properties
The work consisted of the following:
1. Research existing geotechnical reports, geologic maps and reports, aerial
photographs, and meetings with staff.
2. Borings to a maximum depth of 80 feet.
3. Laboratory testing to determine pertinent engineering properties.
4. Engineering and geologic analyses to develop a geologic map and cross
sections for input into slope stability analyses and develop design parameters for
a soldier pile retaining system similar to existing walls.
5. Final Report and preparation of an RFP.
June 2005 to November 2005
After two months of negotiations between the City and two property owners to allow
the contractor access to their private properties, exploratory drilling was performed in
August 2005 and a draft report was submitted to the City by its geotechnical City of Culver City, California

consultant on November 27, 2005. The report revealed that the main cause of the
slope failure was loss of friction between soil strata as a result of percolation of large
amounts of rain water during record storms in December 2004 and January 2005.
The report recommended that a three soldier pile wall system be constructed,
(similar to the system of walls constructed on the adjacent slope in 1993), and
extended across the properties at 10745 Cranks Road and 5722 Tellefson Road.
Meanwhile, staff continued to meet with FEMA and OES representatives regarding
the subject matter. FEMA’s review of the draft geotechnical report resulted in
questions regarding the reason for extending the repair across the slope where there
was no failure. Since the initial slope failure, the slope has not failed, however, the
Public Works Director/City Engineer and Building Official continue to keep these two
properties red tagged due to a possibility of failure and as recommended by Zeiser-
Kling. The response to FEMA was prepared by Zeiser-Kling and in summary stated
that the adjacent slope experienced headward enlargement or escarpment due the
adjacent slope failure, as evidenced by a growing widening cracks on the property
line walls between 10743, 10745 and 10747 Cranks Road. Also, Zeiser Kling
conducted a slope stability calculation and determined that the slope behind the
properties at 10745 Cranks Road and 5722 Tellefson Road has a factor of safety of
less than 1.5 and with an elevated groundwater level, would reduce to less than 1.0,
similar to the condition of the adjacent slope prior to failure. In addition it was
concluded that the slope is experiencing ongoing creep.
December 2005 to May 2005
Staff requested Zeiser Kling to submit a proposal for the final design of the soldier
pile system and submit a construction cost estimate. Zeiser-Kling, along with their
civil engineering sub consultant, Fuscoe Engineering of Irvine, California, submitted
a $425,000 cost proposal for the final design of slope repair. Also, they estimated
that the slope repair will cost about $1 million.
Because the proposal for design from Zeiser-Kling was much more costly than
anticipated, staff decided to request multiple proposals and issued a Request for
Proposal (RFP) to fifteen geotechnical design firms for the final design of the slope
repair. Only two firms responded, David Lee Associates and Geo-Environmental,
Inc. The other design firms were contacted and they declined to submit a proposal
due to their current full workload.
Upon review, David Lee Associate’s proposal was determined to be non-responsive
because it did not include a final design of the repair and focused only on the
geotechnical analysis. Geo-Environmental’s proposal was found to be responsive
and complete and they provided a total cost proposal of $118,000. The proposal
included material testing and inspection services during construction in the amount City of Culver City, California

of $30,080. Staff is recommending that this portion of the work be awarded at a later
date to coincide with the actual construction of the repair. With this portion of the
work removed from the contract, the final total cost proposal is $88,550.
Under the current project worksheet approved by FEMA, the design is required to be
completed by August 3, 2006. Therefore, it is important to move ahead and award a
contract to complete the final design.
FISCAL ANALYSIS:
It is recommended that funding for this work be allocated from unreserved General
Funds to Other Contractual Services 42300867. A 4/5

vote is required to
approve this budget allocation.
FEMA has approved $82,150 as eligible reimbursement costs for design of the
repair of the slope failure. FEMA will fund $61,613.00 or 75% of the eligible cost,
and State OES will cover $15,403.00, approximately 19%. In addition to the
reimbursements just discussed, FEMA and OES have already paid to the City
$3,780.00 as an administrative allowance for the design process.
The City has already expended $6,000 and $32,150 for the preliminary
investigations and analysis by Group Delta Consultants and Zeiser-Kling,
respectively. The remaining total of FEMA/OES eligible reimbursement funds
available is $42,646. An additional $45,904.00 is required to fund the Geo-
Environmental, Inc. contract. The City potentially would need to absorb this
expenditure if an alternative source of funding is not identified. Staff will be working
with FEMA and OES officials in an attempt to get the approved amount of funding for
design services increased through an amendment to the FEMA approved Project
Worksheet. Additionally, a future agreement with the affected homeowners may
include provisions for paying for some or all of the shortfalls in funding for both
design and construction of the repairs.
Future Repair Costs:
The construction of the repairs has also been approved by FEMA and OES for
reimbursement in the amount of $885,413.00. FEMA/OES anticipated
reimbursements, based on the percentages discussed above, are approximately
$832,280.00. FEMA/OES have also already paid to the City $39,767.00 as an
administrative allowance for the construction process. The City potentially would
again need to absorb an additional expenditure if an alternative source of funding is

Also it should be noted that the actual cost of construction has not yet been
identified and it is therefore possible that the construction costs will exceed the
amount currently allocated by FEMA. Additionally, FEMA’s approved scope of work
for the project currently differs from the scope of work that the City recommends.
For both of these reasons, there exists the potential for a significant shortfall in
funding for the construction phase. However, FEMA has left the door open for a
future revision to the Project Worksheet for the repair work to both increase funding
and to expand the scope of work. This will be discussed with FEMA following
completion of the design as FEMA has indicated that they cannot make that
determination without a completed design. Also, as stated earlier, in working out the
agreement with the property owners, the possibility exists for the property owners to
pay a portion of or the entire construction cost shortfall.

PROJECT GOALS
This project will provide repairs to the slope damage caused by the recent storms during the winter of 2004 2005 to
the previously repaired slopes following damage in the 1980s and 1990s Geo Environmental, Inc in coordination
with its subconsultants Wheeler & Gray Inc and Cabnnha Hearn & Associates will provide engineering and
support services for the preparation of construction contract documents for public bidding for the projects
The project site consists of a 30 to 75 foot slope between the City streets and residential lots located at 10743
through 10751 Cranks Road and 5722 and 5724 Tellefson Road The majonty of the proposed repair areas are
owned by the private property owners Based on the recommendations of the City s previous Geotechnical
Engineers the Construction project will involve the demolition of the remaining slope facing construction of a two
tier Cantilever Soldier Pile retaining wall system backfill of the Soldier Pile wall reconstruction of slopes as geognd
reinforced slopes construction of terrace drains repairs of the existing undermined and damaged terrace drains as
well as repair of any damage to the existing Soldier Pile wall panel However the validity of the choice of the
provision of the two tier Cantilever Soldier Pile retaining wall system as the most cost effective and prudent method
of slope repair will be independently verified by Geo Environmental Inc
CRITICAL ISSUES
Critical issues for these projects are maintaining the construction budget within the available funds According to
the City s RFP the project budget for the restoration and rehabilitation of the damaged slopes inclusive of all costs
of design engineering construction permitting fees supervision and management is estimated to be $1 2 million
The project site lies both within the City limits as well as private properties requiring polite interaction with the
property owners
PRELIMINARY SCHEDULE
A preliminary schedule is attached at the end of this section
ACCELERATION OF DESIGN AND CONSTRUCTION
Acceleration of the project schedule is best handled during design by determining construction methods and
techniques project phasing and project combinations that will serve to eliminate duplication of tasks down time for
contractors crews and equipment and conflicts between critical path tasks during construction
SCOPE OF SERVICES
Geotechnical Engineering
Geotechnical engineering will be conducted by Geo Environmental Inc This task will independently determine the
cause or causes of failures with the purpose of designing repairs and restoration to eliminate to the extent feasible
the possibility of a similar failure in the future In this process the recommendations made by the City s previous
Geotechnical Engineer will either be validated or modified
Environmental Documents
It is expected that this project will be categorically exempt under California Environmental Quality Act (CEQA) and
categorically excluded under the National Environmental Protection Act (NEPA) Our fees in the Cost Proposal

Engineering Survey

Final design will consist of completion of all documentation necessary to conduct a public bidding of the project

environmental documents
Geo Environmental Inc will meet with the City of Culver City staff as required to review submittals and keep the
City continually updated on the progress and the status of the plans and work
Our subconsultant Wheeler & Gray will contact utility firms and transmit preliminary drawings early in the project to
coordinate their anticipated work in the near future and to coordinate any potential conflicts
Construction and Engineering Management
Geo Environmental Inc will provide construction management and engineering services with the purpose to
ensure adherence to the design intent and timely prosecution of the work
Materials Testing and Inspection
Testing and inspection in the field will be conducted by Geo Environmental Inc on an as needed basis in
accordance with the estimate of cost included in this proposal

GEOTECHNICAL INVESTIGATION — SLOPE STABILITY EVALUATIONS

PURPOSE
GEI proposes to perform a soils investigation on the damaged slopes located at different locations to investigate the
cause of slides and provide recommendations for their stabilizations This investigation will include the collection of
bulk and undisturbed soil samples from the site by drilling bucket auger borings laboratory testing to determine
pertinent geotechnical parameters engineering analyses (slope stability evaluations) and preparation of a report
presenting recommendations for slope stabilization The soil investigation reports will also identify any clayey
cushion subsurface soil and bedrock conditions which may be detrimental to the rehabilitation of the slopes Our
scope of work is described in more detail below
SCOPE OF WORK
The scope of our investigation to evaluate slope stability will consist of five tasks (1) Background Data Review (2)
Field Investigation (3) Laboratory Testing (4) Data Analysis and (5) Report Preparation These tasks are briefly
described below
Task 1 Data Review Available geotechnical data regarding the subject site and surrounding areas will be
reviewed to assess the expected soil conditions at the site The data review will include review of published
geologic maps stereoscopic aerial photographs and other information contained in our in house files and
City/County files
Task 2 Field Investigation The field investigation will consist of advancing two (2) 24 inch diameter limited
access bucket auger borings to an estimated depth of 30 feet below the ground surface Based on our initial site
visit the heights of the slopes are estimated to be approximately between 30 to 75 feet GEI will prepare benches on
the slopes to accommodate limited access drill rig The boreholes will be downhole logged for in situ soil and
bedrock conditions by a Certified Engineenng Geologist During our downhole logging we will note the orientation
of the bedding planes and potential failure zones
Dunng drilling we will collect bulk and relatively undisturbed drive samples of the subsurface soils The drive
samples will be collected at approximately 5 foot intervals with a modified California split tube sampler or a
standard penetration sampler Bulk samples will be collected from soil cuttings generated during drilling The
samples from the borings will be tested in the laboratory as described in Task 3
Task 3 Laboratory Testing Samples collected during the proposed field investigation will be examined in the
laboratory to confirm field classifications Selected samples from the proposed borings will be tested to help
evaluate engineering properties The numbers and types of tests will depend upon the type of soils encountered

Task 4 Engineering Analyses Results from the field and laboratory data and GEI's experience will be the basis
for the engineenng analyses GEI will provide engineering conclusions for the following
• Type and extent of materials encountered
• Sliding zones and the potential for larger sliding in the near future
• Compaction characteristics of on site soils
• Presence of groundwater or seepage
• Suitability of onsite materials for use for slope rehabilitation
• Nature of bedrock and soil strength characteristics and
• Recommendations for slope stabilization
Task 5 Report Preparation GEI's conclusions recommendations and supporting field and laboratory test results
will be presented in an engineering report A draft report will be submitted to you for review and comment The
final report will address and incorporate the review comments as appropnate
The report will present drawings depicting construction details with sufficient information for the contractor to

MATERIAL TESTING AND INSPECTION SERVICES
CRANKS I TELLEFSON ROAD SLIDE SLOPE REPAIR

PURPOSE
The City intends to restore and reconstruct portions of the slopes and roadways located at different locations in the
City (10743 through 10751 Cranks Road and 5722 through 5724 Tellefson Road) The reconstruction program
includes the removal of debris damaged sections and all disturbed soils The restoration of the slopes and
roadways will include the construction of two tier canilever soldier pile retaining wall which include some other
pertinent small structures as curbs and gutters GEl will provide geotechnical observations and soil testing services
during the reconstruction of the retaining wall and pertinent structures
SCOPE OF WORK
Task 1 Field Observations and Soils Testing
2 11 Evaluation of excavation GEI s Engineering technician shall inspect the bottom of excavations for the
keys and benches to ensure that competent material has been exposed for the placement of the fill
2 1 2 Evaluation of earth material to be used as fill GEI s engineering technician will collect samples of the
proposed fill matenal and take them to the soils laboratory Appropriate soil tests will be performed to
determine whether the fill material is appropriate for use in the reconstruction of the slopes and for the
new pavement sections
2 1 3 Evaluation of compaction procedures GEI s engineering technician shall evaluate the compaction
procedure for the backfill of the slopes to ensure that the project specifications have been followed
(Appropriate thickness of lift proper compaction method etc )
2 1 4 Testing of compaction, moisture content, etc GEI s engineering technician shall conduct compaction
tests by Sand Cone Test Method (ASTM D1556) and Nuclear Method (ASTM D 2922 01) to determine
the relative compaction of the fill material placed for the restoration of the slopes and roadways
During the progress of our work our field technician will prepare daily field reports A copy of these reports will be
submitted to the Inspector from the City of Culver City on a daily basis The report will include a written summary of
the days activities a summary of all field testing performed and a listing of outstanding failing tests which have not
been reworked/retested In addition the location of all field density tests taken during the project will be plotted on
a set of plans that is maintained by the field technicians The Contractor will be asked not to place any backfill
material that does not meet project specifications
Testing time and the associated fees can be minimized by proficient and timely work by the contractor and by
coordination among project superintendent the City Inspector and GEI engineers and technicians When a larger
number of tests are scheduled at one time greater efficiency can be achieved resulting in lower overall fees

Engineering Technician will implement all of the decisions made during the construction meetings The field
compaction procedures will be evaluated and recommendations made where appropriate
Task 4 Report Preparation At the completion of our services GEI will prepare a report which will summarize all
of the work performed on the project The report will include our observations during construction results of our
field and laboratory testing and a conclusion as to the projects compliance with the contract plans and
specifications Three copies of the report will be provided

Task 1 — Environmental Documents — It is expected that this project will be categorically exempt under California
Environmental Quality Act (CEQA) and categorically excluded under the National Environmental Protection Act
(NEPA) Our fees in the Cost Proposal portion of this proposal are based on this assumption Wheeler & Gray will
prepare documentation for a Negative Declaration on a City provided form in the City format
Task 2 — Management of Engineering Survey — Wheeler & Gray will provide management of the topographic
survey The topographic survey will be used as base mapping for the preparation of construction contract
documents
Task 3 — Utility and Subsurface Facility Research — Wheeler & Gray will research the City s records and
research the utilities in the area As a part of the utility research they will also ascertain if the utility purveyors have
any future work that will impact construction
Task 4 — Right of way Engineering — It is expected that no permanent new rights of way or easements will be
necessary for the completion of this project Our fees in the Cost Proposal portion of this proposal are based on
this assumption Permission for entry and temporary easements for construction are expected to be needed
Wheeler & Gray will prepared mapping and conduct communication with affected parties
Task 5 — Preliminary Design — Wheeler & Gray will prepare preliminary documentation to the extent necessary to
prepare environmental documentation construction cost estimates and provide review material for the City on
which to contract
Task 6— Final Design — Wheeler & Gray will meet with the City of Culver City staff as required to review submittals
and keep the City continually updated on the progress and the status of the plans and work
Task 7 — Construction Engineering and Management — Wheeler & Gray will provide construction management
and engineering services with the purpose of ensunng adherence to design intent and timely prosecution of work
Task 8 — Preparation of Record Drawings and Documentation — Wheeler & Gray will prepare record drawings
based on marked up record drawings kept on site by the contractor

The purpose of this investigation was to explore geologic conditions and obtain soil and rock samples from
the slide area for developing data to evaluate the slope stability and erosion conditions of the areas located
at the subject site and to provide recommendations for the needed repairs and reconstruction so that the
adversely impacted area of Earlmont Avenue may be safely reopened for the vehicular traffic Our
geotechnical services consisted of the following
4. Researching and reviewing of readily available geologic maps geotechnical data topographic maps
and aenal photographs pertinent to the area
4 Subsurface exploration including two (2) soil borings drilled with an 8 inch hollow stem auger drill rig
and two (2) soil borings dug with hand auger equipment The borings were drilled to evaluate
subsurface conditions and to collect soil samples for laboratory testing
4 Laboratory testing of selected soil samples including test to evaluate in situ moisture dry density
maximum dry density and optimum moisture content grain size analysis plasticity index direct shear strength and consolidation parameters
4. Engineering analysis to evaluate slope stability erosion potential and geotechnical design criteria to provide recommendations for its reconstruction
4. Preparation of a geotechnical evaluation report presenting our findings along with our preliminary conclusions regarding geologic conditions along the
portions of Earlmont Avenue and preliminary geotechnical recommendations for the proposed repairs and reconstruction
Based on the findings of this study the Earlmont Avenue slope failure was not a manifestation of deep seated land instability Instead the weight of saturated
and loose surficial fill appeared to have exceeded the capacity of a deteriorated timber wall and other short term remedies The rapid failure involved virtually no
native soils Slip seems to have been localized along the original ground surface Multiple options existed to repair the slope and reconstruct the roadway to its
original width generally involving walls engineered slopes or combinations thereof Rankings were made based on attributes such as the following
Constructibility including site access and desire to avoid any construction east of the roadway centerline due to live utilities or in the creek bed itself (the
ravine contains a blue line stream considered USA waters)
Favorable flexibility and drainage characteristics
Probable costs
Quality of on site and readily available local import soil materials
Aesthetics and ability to blend in with neighboring (undamaged) slopes
Ability to meet all required minimum factors of safety for static and seismic slope stability
Retention of surficial soils to •revent unwanted sediment run off

Slope behind residential structures at Highland View in the City of Corona failed during
August 2003 At the request of the Public Works Department City of Corona GEI
performed an investigation to identify the causes of the slope failure Following
investigation GEI prepared a report summarizing the results of the investigation and
presented recommendations for the restoration of the slope
It was found that the slide occurred due to the saturation of the man made fill caused by
over irrigation During the repairs GEI provided geotechnical observation and soil
testing services to the City of Corona to ensure that the keys and the benches had been
prepared properly for restoration of the slope
Prior to benching and keying all unsuitable and deleterious materials were removed
from the subject site During these operations the upper two to four feet of soils were
excavated and replaced with imported non expansive fill material compacted in thin lifts The backfill material consisted
predominantly of sandy soils with different percentages of silt and clay The grading operations were generally accomplished using
two wheel barrows one belt conveyor one wacker (handheld compactor) one water hose and several shovels
During the inspection depth of excavation was checked and found to be at least exposed to competent material (bedrock) ranging in
different depths The overexcavated bottoms of the benches and the key were checked using the probe Due to the space
constraints at the subject site the excavated soils and unsuitable materials were placed in different stockpiles located at the west
side of the construction site and at the front of the existing property
Prior to backfill operations the imported material was moisture conditioned at the time of the placement and compaction of fill
progressed All imported material was loaded using wheelbarrows from the stockpile located at the front of the property to the small
stockpile located at the west side of the construction site After these operations all the material was dumped and transported by
the belt conveyor to the area of filling Prior to backfill operations within the last upper four feet near the top of the slope all loose
material and debris were removed Prior to pouring 3 cubic yards of 1 sack cement slurry the existing irrigation pipes were set and
tested by the City s landscaping inspector After these operations a French backdrain was installed that consisted of a 4 inch
diameter perforated schedule 40 PVC pipe with the perforations facing up and embedded in 3/4 inch open graded gravel
Consequently the pipe and the gravel were wrapped in filter fabric equivalent to Mirafi 140N The outlet pipe was installed
perpendicular to the existing water pipes leaving a minimum flow gradient of 2 percent
Fill soils were placed in 2 to 4 inch lifts and compacted with the wacker The minimum required compaction was 90 percent for the
existin• and im orted soil res ectivel as determined from ASTM D1557 00 Testin. Procedure

iGeo Environmental Inc (GED provided its geotechnical engineering- and forensic
services to the owners of Shorechffs Golf Course in their dispute with the homeowners
surrounding the Golf Course The Golf Course located in San Clemente is situated in
a canyon surrounded by houses built on both sides of the canyon These houses
facing the canyon were built at a time when the state of the art related to construction
on a hilly site was not as advanced and the supervision of the grading operations by
the governing agencies was not as stringent as it is now The level building pads for
these houses were constructed by cut and fill The investigation performed by GEI for
several properties indicated that the fills required to construct level building pads were
neither properly compacted nor properly keyed and benched GEI s studies concluded
that at least one of the properties investigated by GEI had a very low factor of safety
against sliding
GEI recommended several remedial measures to be implemented immediately to
prevent landslide which was likely to occur in the event of heavy seasonal rains For one reason or the other the remedial
measures recommended by GEI were not implemented by the homeowner and the property underwent through massive landslide
during the heavy rains of early 1998
Dr Siddiqi of GEI as a Participating Expert Witness assisted the Attorneys representing the owners of the Shorecliff Golf Course in
preparing their case for the trials GEI participated in the inspection of the effected properties mandated by the Court as well as the
geotechnical investigations performed by the opposing parties Dr Siddiqi was deposed by the apposing Attorney and participated in
arbitration proceedings

21The surficial failure of the Bishop Montgomery slope could be attributed to several
factors These factors include the exceedance in the capacity of the storm drain
coming from the parking lot and the street the rupture of the drainage system at the top
of the slope the poor compaction of the on site soils at the top of the slope that could
cause the migration of water into the slope fill causing the failure or a random
combination of these factors The soil borings revealed the presence of organic
material in the soil forming the slope The organic material decomposes over a period
of time creating voids between the soil particles These voids provide easy passage to
flowing water The soils comprising the slope are primarily sandy and silty These soils
are highly erodible in nature where individual particles can very easily be dislodged by
seepage forces Once the dislodging of individual soil particles begins sloughing and
surficial failure follows rather quickly These cohesionless soils are prone to sliding if
subjected to significant vibratory loading such as those caused by strong earthquakes
The purpose of this study was to evaluate the contributing factors of the surficial failure and to provide recommendations for the
restoration of the slope Potential causes of surficial slope failure to be investigated included the erosion of the top soil by seeping
water the degree of compaction of the man made fill and the impact of the drainage line on the stability of the slope
Based on our subsurface investigation field observations and laboratory testing the following conclusions were made
The subject slope was inclined at an average gradient of approximately 1 5 1 (horizontal to vertical) Slopes with such
steep gradients are found to be more prone to surficial failure than slopes exhibiting more gentle gradients
The surficial soils were typically loose at the top and had gradually become more vulnerable to sliding due to repeated
cycles of wetting and drying
The rupture of the drainage pipe and the migration of water through the slope probably caused the surficial failure The
poor compaction of the on site soils within the slope contributed to the surficial failure

Geotechnical Engineering For his Ph D dissertation Dr Siddiqi researched static and seismic stability evaluation of embankments containing
very coarse grained nnatenal under the direction of the late Professor H Bolton Seed of the University of California at Berkeley He also
researched resilient modulus for subgrade soils for highway design His other research projects include sediment transport soil liquefaction
potential strength and stress strain charactenstics of clay sand mixtures plane strain strength characteristics of dry sands modeling strength
of coarse grained soils and prediction of compaction charactenstics of coarse grained matenal He has received research grants from many
organizations including the National Science Foundation
Dr Siddiqi has taught at several Universities on a part time basis including NED Engineering University (Pakistan) University of California at

Advisory Committee Dr Siddiqi has taught graduate courses on pavement evaluation embankment design advanced foundation engineenng
and earth retaining structures Additionally Dr Siddiqi has authored or co authored several professional papers related to behavior of coarse
deposits and stability of earth embankments The Matnx Model as proposed by Dr Siddiqi in 1984 and commonly referred to as Siddiqi s
Matnx Model in geotechnical engineenng practice is widely used for the evaluation of the dam embankments and foundations containing very
coarse grained matenal too large to be tested in Soils Laboratones with conventional testing equipment
Prior to incorporating Geo Environmental Inc in 1993, Dr Siddiqi as Pnncipal Engineer was In Charge of all geotechnical
operations in Southern California at Harding Lawson Associates Dr Siddim is particularly strong in transportation projects He
worked on the San Joaquin Corridor Eastern Corridor (State Route 260) and Foothill Corndor (State Route 241) He was the project
manager of the prestigious geotechnical engineering understanding of the Eastern and Foothill Corridors (State Routes 260 and 241)
