RECOMMENDATION:
It is recommends the City Council adopt a proposed resolution directing the Chief of
Police to suspend until July 10, 2012 (1) enforcement of the extended hours of
operation for the metered parking in the Culver City Downtown areas (“Downtown”.
BACKGROUND:
After considering the recommendations made in the Walker Parking Study over
several months and hearing public comment on various occasions on this subject,
on January 23, 2012 the City Council adopted Resolution No. 2012-R011 which,
among other things, extended the time of operation for metered parking in
Downtown (as that area is defined in Exhibit A to Resolution No. 2012-R011) to 8:00
a.m. to 11:00 p.m. every day, except holidays (previously the hours were 8:00 a.m.
to 6:00 p.m. and excluded Sundays).
On March 26, 2012, after receiving public comment regarding potential impacts to
downtown businesses of the extended hours of operation of the metered parking,
the City Council directed the City Manager to agendize a discussion of a proposed
resolution that, if adopted, would direct the Chief of Police to suspend the
enforcement of the extended hours of operation (6:00 PM to 11:00 PM Monday

Resolution No. 2012-R011, for a period of time to allow the City to further study the
impacts of the increased hours of operation of the parking meters in Downtown.
DISCUSSION:
Pursuant to the City Council’s direction, the attached proposed resolution has been
prepared, which, if adopted, would direct the Chief of Police to suspend enforcement
of the extended hours of operation of metered parking in the downtown area as
established in Section 1 of Resolution No. 2012-R011. The hours of operation, and
enforcement thereof, would return to the hours of 8:00 a.m. to 6:00 PM Monday
through Saturday and exclude Sunday.
To allow sufficient time for staff to gather additional information on the potential
impacts of extended hours of operation of the parking meters in Downtown and
related options to address concerns voiced by the downtown businesses, the
attached proposed resolution suspends enforcement of those extended hours of
operation until July 10, 2012.
Should the City Council adopt the proposed resolution, enforcement of the extended
hours of operation at metered parking in Downtown would be suspended effective
April 3, 2012. The new meters can be programmed appropriately via electronic
signal. Signage, which has already been altered to indicate the new enforcement
hours/days of operation, will be amended to revert back to the hours of operation
applicable prior to the adoption of Resolution No. 2012-R011. This will take
approximately 7-14 days.
As a companion item to the extension of meter hours of operation, the City Council
also authorized the recruitment of two parking enforcement officers and two
community service officers in the Police Department. Revenue to fund these
positions was to come from the increase in both the hourly metered rate and the
extended meter hours. Should the City Council suspend enforcement of the
extended hours of operation, the resolution also contains direction to temporarily
suspend filling these positions until the City Council can consider the alternatives to
be presented by staff prior to the conclusion of the suspension period.
FISCAL ANALYSIS:
As contained in the staff report of January 23, 2012, the additional annual revenue
generated by the extended enforcement times was estimated to be $297,593.
Suspension of the enforcement for 90 days would result in a decrease in anticipated
revenue of approximately 25% (or $75,000). No budget amendments were City of Culver City, California

processed to date for revenues or expenditures, thus it will have no direct financial
impact on either through the end of the fiscal year.

WHEREAS, on January 23, 2012 the City Council adopted Resolution No.
2012-R011 which, among other things, extended the time of operation for metered
parking in Downtown (as that area is defined in Exhibit A to Resolution No. 2012-R011)
to 8:00 a.m. to 11:00 p.m. every day, except holidays (previously the hours were 8:00

NOW, THEREFORE, the City Council of the City of Culver City DOES
HEREBY RESOLVE as follows:
1. The time of operation for all parking meters in the Culver City
Downtown areas, as illustrated on Exhibit "A" attached to this Resolution and
incorporated herein by reference, shall be from 8:00 a.m. to 6 p.m. every day, except
Sundays and holidays. The hours of operation set forth in this Section shall temporarily
replace the hours of operation set forth in Section 1 of Resolution No. 2012-R011.
2. The Chief of Police shall temporarily suspend the recruitment of two
parking enforcement officers and two community service officers in the Police
Department during the effectiveness of this Resolution.
3. This Resolution shall take effect immediately upon adoption and
shall automatically be rescinded on July 1, 2012, unless extended by further resolution
of the City Council

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CULVER CITY, CALIFORNIA, ESTABLISHING
PARKING METER FEES, THE TIME PERIOD
COVERED BY SUCH FEES AND THE TIME OF
OPERATION FOR THE PARKING METER LOCATIONS
• WITHIN THE 'CITY'S PARKING METER ZONES AND
RESCINDING RESOLUTION NO. 2009-R075.
WHEREAS, pursuant to Culver City Municipal Code ("CCMC") Section
7.03.500, all public streets within the City were established as parking meter zones;
and, by separate resolution, the-City Council established the specific locations for the
installation of parking meters within such parking meter zones; and
WHEREAS, pursuant to CCMC Section 7.03.520, the City Council shall ,
establish by resolution the parking meter fees for the various parking meter locations
within the City. Said resolution shall specify the parking meter location, the amount of
the parking meter fee for that location, the time period covered by the fee and the time
17 Of operation for the meters therein; and

WHEREAS, it is the City Council's intent to efficiently manage the on-
19 street parking supply by establishing parking meter fees for oh-street parking that are
20 higher than the fees for the City's parking structures in order to facilitate the City's goal
21
22 of obtaining an 85% parking meter occupancy rate for peak periods.

NOW, THEREFORE, the City Council of the City of Culver City DOES
24 HEREBY RESOLVE as follows:

1. The parking meter fee for all parking meters located in the Culver
26
City Downtown areas, as illustrated on Exhibit "A" attached to this
27
Resolution and incorporated herein by reference, shall be One

Dollar and Fifty Cents ($1.50) per hour. The time of operation for
such meters shall be from 8:00 am. to 11 p.m. every day, except
holidays, as indicated by posted signs or on meter face
2. Except for the parking meter locations identified in Section 1 of this
Resolution, the parking meter fee for all other parking meter
locations within the City's parking meter Zones shall be One Dollar
($1.00) per hour. The time of operation for such meters shall be
from 8:00 a.m. to 6:00 p.m., every day except holidays and
Sundays, as indicated by posted signs or on meter face.
3. The parking Meter fees, the time period covered by the fees and
the time of operation for the parking meter locations established
herein shall become effective upon adoption of this Resolution.
4. Resolution No. 2009-R075 is hereby rescinded.
