RECOMMENDATION
Staff recommends the City Council (1) approve the Downtown Culver City Business Improvement District (“BID”) annual work plan for 2027 (Attachment 1); (2) consider public testimony regarding the proposed increased assessment; and (3) adopt a Resolution declaring the intent to levy the BID Assessment for 2027 and setting a public hearing for October 13, 2026.
BACKGROUND
The Downtown Culver City BID was formed in September 1988 through the adoption of Ordinance No. 98-011 (superseded by Ordinance No. 200-027) in accordance with the Parking and Business Improvement Area Law of 1989 within the California Streets and Highways Code. The structure of the BID allows for downtown businesses to levy assessments on themselves for the maintenance and improvement of public areas, promotion of business activities and the reduction of their dependence on the City for certain services. The BID work plan is managed by the BID Board in accordance with the Management Agreement between the City and the Downtown Culver City Business Association (DBA).
DISCUSSION
Each year, the City Council is required to review and consider BID’s annual work plan during a public meeting. This year, to remain more equitable and consistent with the new business landscape of Downtown Culver City, the BID is proposing an increase to current rates and an expanded assessment criteria for retail, bar/restaurant, and health/wellness studios. The proposed increase is expected to cover the costs relative to operations, maintenance, beautification, and marketing.
There are no proposed changes to the BID boundaries. A map of the BID boundaries and address ranges is included as Exhibit A of the proposed resolution.
After reviewing the work plan and allowing public testimony, the City Council may:
• Adopt the work plan as submitted by the BID and set the required public hearing date; or
• Modify any aspect of the work plan and adopt as modified and set the required public hearing date; or
• Reject the work plan, thereby declining to adopt the recommended assessment.
If the City Council adopts the work plan (as submitted or as modified by the City Council), the City Council must adopt a resolution declaring its intent to levy the 2027 DCCBID assessment and setting the date for the required public hearing via a Resolution of Intent (Attachment 2). Staff is recommending the required public hearing be set for October 13, 2026.
As required by law, the 2027 BID report has been filed with the City Clerk, containing a proposed assessment fee schedule, work program, and budget. The BID Advisory Board is proposing an increase to the assessment rates. A map of the BID boundaries and address ranges is included as Exhibit A to the proposed resolution.
The proposed 2027 BID Work Program proposes activities related to:
• Marketing and promotional activities;
• Decoration and beautification; and
• Supplemental maintenance of the BID area in accordance with Law.
FISCAL ANALYSIS
The 2027 BID budget estimates assessment revenues and collections of approximately $453,180. The budget includes appropriations for maintenance, administration, and marketing in the amount of $447,800 and an anticipated reserve of $5,380.
There is no fiscal impact to the City relative to the approval of the BID work plan or the adoption of the Resolution of Intent to levy the BID assessment for 2027.
