RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize publication of a notice inviting bids for the Linwood E. Howe Safe Routes
to School Project, P-941.
BACKGROUND/DISCUSSION:
In Cycle 9 of the State’s Safe Routes to School (SR2S) Program, the City was
awarded a grant for the Linwood E. Howe Safe Routes to School Project, P-941.
The goal of the grant is two-fold: 1. To create, through physical improvements, more
comfortable routes for school-aged children to walk and bike to Linwood E. Howe
Elementary School, and 2. To promote walking and biking to Linwood E. Howe
Elementary School through public outreach and education efforts.
The proposed physical improvement component of the project consists of adding
bike facilities along several streets near the school and constructing new bulb-outs,
curb extensions, curb ramps, and high visibility crosswalks at the following locations:
1. Braddock Drive/Lafayette Place
2. Duquesne Avenue/Braddock Drive
3. Braddock Drive/Madison Avenue
4. Duquesne Avenue/Farragut Drive
5. Duquesne Avenue/Lucerne Avenue
6. Irving Place/Farragut Drive
7. Irving Place/Braddock Drive
8. A Street/Van Buren Place

Under the general on-call civil engineering services contract with the City, APD
Consulting, Inc., completed the design and preparation of the plans and
specifications for the project. Project plans and specifications can be viewed at the
Engineering Counter, 2
nd
floor, City Hall.
Should the City Council take the recommended action this evening, award of a
construction contract is proposed to be considered by the City Council in July 2012.
A Request for Proposals (RFP) will be issued to consultants on the City’s on-call
general civil engineering list for construction inspection.
In addition to physical improvements, the grant also includes some funds for
education, encouragement, and enforcement efforts. These funds will complement
the separate federal City-wide non-infrastructure Safe Routes to School grant that
the City received in 2011.
