Mayor Cooper called the meeting of the City Council to order at
7:03 p.m.

Month
Mayor Cooper presented the proclamation.
Darren Uhl, Disability Services Specialist, thanked the City
for the proclamation and announced the Disability Awareness
Carnival on October 20 at the Senior Center.

Community Announcements By City Council Members/Information
Items From Staff
Assistant Fire Chief David White provided a report on a brush
fire in Baldwin Hills earlier in the day; discussed brush
clearance; and he commended the Police Department response to a
report of fire on October 1. October 14, 2013

Discussion ensued between staff and Councilmembers regarding
the cause of the Baldwin Hills brush fire.
Vice Mayor Sahli-Wells reported attending a tour with State
Senator Carol Liu highlighting community/school partnerships
noting that she would discuss that at the next Council/School
Board Liaison Committee meeting on December 16; discussed
maximizing resources and improving the community; and she
announced Global Frack Down Day on October 19 at Veterans Park,
and an Education Foundation fundraiser at L.A. Urban Homes on
October 19.
Mayor Cooper reminded everyone to attend the Cultural Affairs
Foundation fundraiser at Pitfire Pizza on October 23.

Joint Public Comment – Items Not on the Agenda
Mayor Cooper invited public comment.
The following members of the audience addressed the City
Council:
Gary Robinson discussed his previous requests to reinstate bus
service at West Los Angeles College; procedures to make the
change; and he requested that the item be placed on an agenda
for discussion.
Discussion ensued between Councilmembers and staff regarding
coordinating the bus schedule with the school schedule;
previous actions of the City Council; actions of the different
presidents of West LA College; development of the current
schedule; the summer school schedule; residents in the
surrounding community; and a suggestion that West LA College be
consulted to find out whether they supported changes in the
schedule. Assistant City Manager/City Clerk Martin Cole
responded to City Council that he would direct the
Transportation Director to make contact with the administration
of West Los Angeles College on this subject.
David Von Cannon discussed an accident on Washington Boulevard
near the mosque; the opening of Tilden Terrace; increased
congestion in the area; he requested that a crosswalk be placed
in the vicinity of the mosque; and he requested that a traffic
study be done. October 14, 2013

Discussion ensued between Mr. Von Cannon, staff and
Councilmembers regarding the timing of the traffic study; costs
of a traffic study; concern that a crosswalk provides a false
sense of security; waiting until Tilden Terrace is at full
capacity; and traffic calming efforts in the area.
Lucille Garber discussed Sepulveda Crossroads; parking and
traffic congestion in the area; lighting in the area;
Commonwealth; she suggested installing counters for incoming
traffic; expressed concern with an increase in rats; and she
discussed the use of the property.
Discussion ensued between Councilmembers and staff regarding a
request for the Conditions of Approval for the Sepulveda
Crossroads project, and a request for copies of the studies
done for the project. Assistant City Manager/City Clerk Martin
Cole indicated such information would be provided to the City
Council.
Mayola DelGado discussed the number of parking spaces allocated
for the Sepulveda Crossroads project; parking issues; traffic;
an instance where the Culver City Police were unable to get
through the traffic in the area; driveway blockage; parking
enforcement; she requested that access to Sepulveda Crossroads
on Commonwealth be closed; she asked for speed bumps on the
street and permit parking; she felt there were way too many
liquor licenses in the area; and she expressed concern with
loitering.
Yvonne Krause discussed traffic issues on Commonwealth;
headlights in her living room; odors from restaurants in the
area; the number of establishments serving liquor in the
immediate area; noise issues; and she requested that a study be
done.
Scott Wyant reported serving as the volunteer technical
director for IndieCade; discussed the success of the event; and
he thanked City staff for their help with the event.
Discussion ensued between Councilmembers and staff regarding
enforcement on Commonwealth; a suggestion to investigate
turning restrictions for the Commonwealth driveway; refuse
truck pick up times; permit parking; allowable hours of
operations for gardeners; contact information for noise and
parking complaints; conditions allowing review after a period
of time; and standard conditions of approval. October 14, 2013

Elena Sweda Neff, Los Angeles County Vector Control District,
provided an update on the West Nile Virus; recommendations on
how to avoid the virus; and she discussed what to do if you
find a dead crow.
Vice Mayor Sahli-Wells provided contact information for dead
bird and squirrel pick up, and for mosquito complaints and
mosquito fish.

that no correspondence had been received.

Approval of a Professional Services Agreement with ACCO
Engineered Systems for the Replacement of the AJAX and Raypak
Boilers and Storage Tanks Located at City Hall in an Amount
Not-to-Exceed $72,152 ($65,593 for the Base Contract and $6,559
in Change Order Authority)
THAT THE CITY COUNCIL:
1. APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH ACCO
ENGINEERED SYSTEMS IN THE AMOUNT OF $65,593.00 FOR THE REMOVAL
AND REPLACEMENT OF THE EXISTING BOILER AND STORAGE TANKS AT
CITY HALL; AND,
2. AUTHORIZE THE PUBLIC WORKS DIRECTOR/CITY ENGINEER TO APPROVE
CHANGE ORDERS IN AN AMOUNT NOT-TO-EXCEED $6,559.00; AND,
3. AUTHORIZE THE CITY ATTORNEY TO REVIEW/PREPARE THE NECESSARY
DOCUMENTS; AND
4. AUTHORIZE THE CITY MANAGER TO EXECUTE SUCH DOCUMENTS ON
BEHALF OF THE CITY.
