RECOMMENDATION
Staff recommends the City Council Approve a contract with CEM Construction Corporation, as the lowest responsive and responsible bidder, in the amount of $81,975 for the construction of the Fire Training Tower Structural Rehabilitation Project, PZ920 (Project).
BACKGROUND
The Fire Training Tower was built in 1970 and has experienced damage due to staged fires and wear and tear from continued use. The Project includes removing and replacing damaged concrete masonry block, placing high strength epoxy in areas with visible distress in walls, floors, and ceilings, and installing new doors.
DISCUSSION
On March 14, 2016, the City Council approved the plans and specifications and authorized the publication of a Notice Inviting Bids for the Project. On May 5, 2016, the City Clerk’s Office staff publicly opened the bids. Two contractors submitted bids with the following bid amounts:

Staff reviewed the two sets of contractor bid documents and determined CEM Construction Corporation (CEM) submitted the lowest responsive total base bid. Staff reviewed the bid proposal from CEM and found the bid documents complete. Its bid bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. CEM has never completed a similar project for the City of Culver City, but references and experience indicate they are qualified for the Project. Therefore, staff recommends awarding the construction contract to CEM, as the lowest responsive and responsible bidder, for the construction of the Fire Training Tower Structural Rehabilitation Project, PZ920.
The construction management of the Project will be conducted by Engineering Division staff. Construction inspection services will be performed by staff and IDC Consulting Engineers, Inc., which designed the plans and specifications.
The proposed construction Project will begin in June 2016 and is expected to be substantially completed by the end of July 2016.

RECOMMENDED MOTIONS
That the City Council:
1) Award a contract to CEM Construction Corporation, as the lowest responsive and responsible bidder, for the Fire Training Tower Structural Rehabilitation Project, PZ920, based on its bid; and,
2) Authorize the Public Works Director/City Engineer to approve change orders in the amount not-to-exceed $8,197, if necessary; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
