RECOMMENDATION:
Staff recommends that the City Council award a construction contract to Hull
Brothers Roofing Co., as the lowest responsive and responsible bidder to complete
the necessary work for roofing improvements at Lindberg Park Stone House.
BACKGROUND:
In 2005, staff determined the roof of the Lindberg Park Stone House was failing and
was leaking into various rooms. The roof leaks have resulted in damage to and the
growth of mold in some of the restrooms in the building. The mold abatement has
been completed and the restrooms are currently being refurbished. As a part of the
project, certain windows and exterior building walls are also being either
repaired/rehabilitated or replaced. The work is being performed by Public
Works/Maintenance Operations Crews and contractors.
DISCUSSION:
Public Works Department staff have solicited bids from three roofing contractors to
the complete the proposed roofing improvements. The three contractors responded
with the following bid amounts:

Staff reviewed the bid proposals and two companies (Hull and Navarro) were
responsive to the basic project specifications. Hull Brothers Roofing Co. (Hull
Brothers) was the lowest and most responsive bidder. Public Works
Department/Maintenance Operations Division staff has reviewed the specifications,
the proposal and recommends that Hull Brothers be awarded the contract. Hull
Brothers is located in Culver City and has done work in and for the City, most
recently as part of the Teen Center Remodel Project. The City’s past experiences
with Hull Brothers have been positive.
FISCAL ANALYSIS:
The Parks, Recreation and Community Services Department has sufficient funds in
the Fiscal Year 05-06 Park Facilities Fund Lindberg Park budget (Acct. No.
41900731.730100) to construct the roofing improvements (including a 10%
construction contingency).
MOTION:
That the City Council:
1) Award a construction contract to Hull Brothers Roofing Co, for roofing
improvements at Lindberg Park Stone House, based on its total bid amount of
$16,400;
2) Authorize the Public Works Director/City Engineer to approve change orders for
unanticipated unforeseen conditions in an amount not to exceed ten-percent
(10%) of the original roofing improvements contract; and
3) Direct the City Attorney to prepare the necessary documents and authorize the
Chief Administrative Officer to approve the documents.
