City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council award a construction contract to C.T. & F., Inc. as the lowest responsive and responsible bidder for the Fire Station #3 Fiber Optic Installation Project, P-912, in the amount of $93,989.00. BACKGROUND: On June 18, 2007, the City Council/Redevelopment Agency awarded a contract to FEI Enterprises, Inc. for the construction of the new Fire Station #3 located at 6030 Bristol Parkway. Construction on the new fire station began on August 7, 2007 and is estimated to be completed by the end of March of 2009. In order to connect the new fire station to the City’s e-mail server, provide access to the internet, have the capability to run critical programs for incident reporting, inspection tracking through Permits Plus, and comprehensive staff, event, and resource scheduling, a fiber optic connection between City Hall and the new fire station is required. The Fire Station #3 Fiber Optic Installation Project will install a 3” diameter conduit in Slauson Avenue from the SR-90 Freeway to Hannum Avenue and in Hannum Avenue to Playa Street where it will terminate at the existing pull box located at the corner of Playa Street and Hannum Avenue. Existing 3” conduit was installed in Playa Street and Overland Avenue from Sawtelle Boulevard to Hannum Avenue which contains black jacket cable that serves the closed circuit television (CCTV) cameras at the intersections of Jefferson Boulevard/Playa Street and Jefferson Boulevard/Slauson Avenue. Existing 3” conduit has also been installed in Bristol Parkway and Slauson Avenue from the new Fire Station #3 to the SR-90 Freeway on/off ramp. Fulwood (01/07/09)_ City of Culver City, California City Council Agenda Item Report pulled through the new and existing 3” diameter conduits to the new Fire Station #3. The yellow jacket fiber optic cable will share the 3” conduit in Overland Avenue and Playa Street with the existing black jacket cable. Since the project bid was well below the engineer’s estimate, it has been decided to extend the black jacket fiber optic cable from the intersection of Playa Street and Hannum Avenue to the intersection of Slauson Avenue and Bristol Parkway. This cable will then be able to serve a CCTV camera at this intersection if the need arises in the future. DISCUSSION: On December 18, 2008, the Deputy City Clerk publicly opened bids. Three contractors responded with the following bid amounts: CONTRACTOR BID AMOUNTS 1 C.T. & F., Inc., Bell Gardens, CA $93,989.00 2 TERNO Electrical Contractors, La Mirada, CA $97,134.00 3 Dynaelectric, Los Alamitos, CA $180,000.00 Staff has reviewed C.T. & F., Inc.’s bid package and found the bid documents complete. The bonding information, contractor eligibility, and worker’s compensation insurance were reviewed and determined to meet City requirements. C.T. & F., Inc. is a reputable construction firm and has successfully performed and completed other projects in the City. FISCAL ANALYSIS: Based on the engineer’s estimate for the construction cost of this project, the sufficient funds have been allocated in the Fiscal Year 2008/2009 Adopted Capital Improvement Program Budget for Project P-912 (42000912).
