City of Culver City, California Agenda Item Report RECOMMENDATION: Staff recommends that the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for construction of the Sewer Main Lining Rehabilitation Project (Phase III), P-906 and Lining of Abandoned Force Main on Braddock Drive Project, P-939. BACKGROUND: Most of the sewer mains contained in this project are located along the rear property line easements where they are difficult to access and maintain. These sewer lines were constructed between the 1920’s and the 1940’s, and the video tape inspection showed need for rehabilitation. Approximately 6.5 miles (out of the total 90 miles of city sewer mains) are proposed to be rehabilitated on this sewer lining project. As part of Project P-948, the existing abandoned 10 inch diameter force main on Braddock Drive from the Braddock Sewer Pump Station to Overland Avenue that was originally constructed in 1940’s, is proposed to be re-lined and to be re- activated as a secondary discharge line in case the adjacent and current force main is in need of repair. Trenchless construction technology is a new method to rehabilitate sewer mains with minimum disruption to the public. Therefore, the subject sewer mains are scheduled to be rehabilitated with trenchless sewer reconstruction technology. Instead of excavation and replacement of the existing sewer main, the lining process provides for the insertion of a special lining material inside the existing pipe and the liner is then heated or cured-in-place to the inside of the pipe. The new liner creates a watertight, smooth surface within the existing sewer main pipe that is structurally sound and long lasting. In addition, based on review of the sewer videos, it is estimated that approximately 30% of the active sewer laterals studied have various degrees of root intrusion with some of the roots extending into the City’s sewer main lines. As part of this project, sewer laterals with root intrusion through damaged lateral connections to the sewer main will receive a “top hat” trenchless lateral lining system at the main line connection only. It is the homeowner’s responsibility to maintain their sewer lateral from the building to City’s sewer main, per Culver City Municipal Code Section 5.02.007. Engineering Division staff has completed the design and preparation of the plans and specifications for the sewer rehabilitation projects. The IT Department’s GIS staff prepared the construction plan sheets. Phase II of this project will be bid together with this proposed Phase III project. Phase II was approved for re-bid earlier this year. FISCAL ANALYSIS: As included in the City Council Adopted Budget for Fiscal Year 2011/2012, these two projects are funded with t $7,243,981 of Sewer Enterprise Funds ATTACHMENTS: 1.
