RECOMMENDATION
Staff recommends the City Council approve a purchase order with Hedstrom Environmental to furnish and deliver three-yard, plastic refuse, recycling and organics containers in an amount not-to-exceed $ 58,719.00, including all fees and taxes.
BACKGROUND/DISCUSSION
Environmental Programs & Operations Division provides and services approximately 2,500 refuse, recycling and organics containers throughout the City for multi-family and commercial customers. Plastic containers are ideal for handling commercial waste, especially food/organics waste. The containers are lightweight and stackable which makes the containers easier to maneuver and store. These containers are also quiet, reducing noise levels, easily cleaned, graffiti resistant, essentially leak proof and rust free and durable. Use of these containers should reduce staff injuries, worker compensation claims, maintenance and replacement costs as well as environmental contamination from leakage. The estimated useful life of these containers is approximately eight years.
In December 2016, the City published a Notice Inviting Bids to provide three-yard plastic refuse, recycling and organics containers for the Environmental Programs & Operations Division in accordance with City specifications. Four bids were received and publicly opened on January 26, 2017. The City received the following price proposals:

As a component of the bid requirement, each vendor provided a sample container for staff to test in the field to ensure the quality met the standards as outlined in the bid. While Rehrig Pacific Company provided the lowest pricing, final evaluation of the proposals led the reviewers to instead recommend Hedstrom Environmental Container as the lowest responsive and responsible bidder.
Hedstrom Environmental was determined to be the most responsive bidder, as its container is best aligned with the specifications as outlined in the bid specifications, including having pockets molded into the container. The other two sample containers had channel arms/sleeves which require being bolted into the container. Additionally, one of the samples had a slide in pocket sleeve which staff noted can slip out when lifting the container to dump into the front loader vehicle.
Other benefits of the Hedstrom Environmental container include it being a single-mold container void of any bolts/plugs or screws that can cause leakage, rust and rips/tears to the body of the container. Single mold containers have no bolts for the channel arms/sleeves resulting in less wear and tear, no leakage and channels that are less likely to be torn off of the containers over time.
FISCAL ANALYSIS
The City Council Adopted Budget for Fiscal Year 2016/2017 includes sufficient funding in account 20260400.732120 to support the proposed expenditure.
