RECOMMENDATION
Staff recommends the City Council (1) authorize acceptance of grant funds from the Open Streets Grant Program Cycle 5, in the amount of $500,000 for the CicLAvia Culver City Meets Venice event Program ID# CYC2415; and (2) approve a related budget amendment to appropriate the grant funds (four-fifths vote required).
BACKGROUND
On January 25, 2024, the City received confirmation from the Los Angeles County Metropolitan Transportation Authority (Metro) that the City’s Open Streets Program grant application was selected for funding. Metro approved the grant amount of $500,000 with funding provided by Los Angeles County Proposition C funds. The grant provides for all planning and implementation services to hold a one-day open street event.
Pursuant to the grant agreement, CicLAvia is responsible for production of the event which includes advanced planning, permitting, outreach, programming, activating hubs and crossing points, and working with key stakeholders in programming the event.
DISCUSSION
The CicLAvia Culver City Meets Venice event will take place on Sunday, August 17, 2025, along a 6.75-mile route that will begin in the Culver City Arts District and connect with western portions of the City of Los Angeles to the beach. The route will follow Washington Boulevard, heading west through Downtown Culver City towards Washington Place, turning north on Centinela Avenue, and connecting to Venice Boulevard. Then, along Venice Boulevard to the west and into the City of Los Angeles to the beach. The route will have 9 designated crossing points to allow vehicular traffic to cross the route. Attachment 1 shows the proposed route map.
Culver City will be the lead agency and will coordinate with the City of Los Angeles. Lead staff from both cities will meet regularly inter and intra-agency. Intra-agency coordination and planning will ensure the sense of one single and contiguous event through traffic control, securing the event route, branding, and activity in the hubs.
FISCAL ANALYSIS
Grant funding for this event was not included in the Adopted Budget for Fiscal Year 2024-2025. Staff is requesting the City Council accept the grant funds and approve a related budget amendment to appropriate the funds into the Operating Grants Fund (Fund 414) for this event which requires a four-fifths vote. Funds will be received in Account No. 41460912.341160 and expended from Account No. 4146012.619800.

That the City Council:
1. Authorize acceptance of grant funds from the Open Streets Grant Program Cycle 5, in the amount of $500,000 for the CicLAvia Culver City Meets Venice event Program ID# CYC2415; and
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City; and
4. Approve a related budget amendment to appropriate the grant funds (four-fifths vote required).
