RECOMMENDATION
Staff recommends the City Council approve a Memorandum of Understanding (MOU) with the Culver City Unified School District (CCUSD) through June 30, 2024, with an option for two additional one-year extensions, to provide funding toward CCUSD’s establishment and management of an agreement with All City Management, Inc. (ACM) for crossing guard services in an amount not-to-exceed $184,090 for the first year of the MOU, with additional funding to be approved as part of the City’s annual budget process.
BACKGROUND/DISCUSSION
For the past year, the Department of Parks, Recreation and Community Services (PRCS) has managed the City’s agreement with ACM to schedule and staff crossing guards at the following eight locations:
1. Braddock Dr. and Duquesne Ave.
2. Sawtelle Blvd. and Rudman Dr.
3. Braddock Dr. and Elenda St.
4. Overland Ave. and Sawtelle Blvd.
5. Farragut Dr. and Coombs Ave.
6. Matteson Ave. and College Ave.
7. Overland Ave. and Farragut Dr.
8. Washington Blvd. and Elenda St.
The maximum compensation for the City’s agreement with ACM was $184,090 and it expired on June 30, 2023.
City staff is recommending the management of the agreement with ACM be turned over to CCUSD and the City provide the funding for such services. Through the proposed MOU the City would provide $184,090 in funding, for the first year of the MOU, for CCUSD to establish and manage the agreement with ACM for crossing guard services. This would allow CCUSD direct communication with ACM when discussing staffing, the location of intersections, and any parent complaints.
The term of the MOU would be for one year with the option of two additional one-year extensions.
FISCAL ANALYSIS
There are sufficient funds in the Adopted Budget for Fiscal Year 2023-2024 in Account No. 10130100.619800 (PRCS Administration - Other Contractual Services) for the first year of the MOU. Additional funding will be requested and determined as part of the City’s annual budget process.

That the City Council:
1. Approve a Memorandum of Understanding with the Culver City Unified School District (CCUSD) through June 30, 2024, to provide funding toward CCUSD’s establishment and management of an agreement with All City Management, Inc. (ACM) for crossing guard services in an amount not-to-exceed $184,090 for the first year of the MOU, with additional funding to be approved as part of the City’s annual budget process;
2. Authorize the City Manager to approve two additional one-year extensions of the MOU;
3. Authorize the City Attorney to review/prepare the necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
