RECOMMENDATION
Staff recommends the City Council approve an amendment to the existing Lease with L.A. Goal for a portion of the City-Owned property located at 4909 Overland Avenue extending the term of such Lease for a period of 25 years (to April 30, 2052).
BACKGROUND
On September 2, 2003, the City entered into a lease (Original Lease) with L.A. Goal for a portion of the City-Owned property located at 4909 Overland Avenue (Property). On February 9, 2004, the City Council authorized an extension of the term of the Original Lease to April 30, 2027.
DISCUSSION
As stated on their website, L.A. Goal has been dedicated to improving the lives of people with developmental disabilities. Through the lease of the Property, L.A. Goal is able to provide their members with training and resources which “…improves and elevates the lives of people with developmental disabilities.”
Under the terms of the lease, the City does not have an obligation to maintain the Property (that duty vests in L.A. Goal). In 2015, L.A. Goal approached the City with a request to approve improvements to be made to the building on the Property (at the cost of L.A. Goal). In return for these capital improvements, L.A. Goal requested the City consider amending the Original Lease to extend the term by 25 years (to April 30, 2052).
Should the City Council take the recommended action, the term of the Original Lease would be extended to April 30, 2052. All other terms and conditions of the Original Lease would remain in full force and effect.
FISCAL ANALYSIS
Approval of the proposed term extension does not create a fiscal impact for the City.

RECOMMENDED MOTIONS
That the City Council:
1. Approve an amendment to the existing Lease with L.A. Goal for a portion of the City-Owned property located at 4909 Overland Avenue extending the term of such Lease for a period of 25 years (to April 30, 2052); and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
