City of Culver City, California City Council Agenda Item Report RECOMMENDATION: That the City Council consider that Culver West Park be renamed “Richard Alexander-Culver West Park,” “Culver West-Richard Alexander Park, or “Richard Alexander Park,” another name proposed by the Council, or any other action regarding the issue of giving honor to former Mayor, long-time Councilmember and Parks and Recreation Commissioner Mr. Richard Alexander. BACKGROUND/DISCUSSION: Richard Alexander served as a member of the Parks and Recreation Commission from June, 1971 to April, 1974 and was elected to the City Council in April of 1974. He served four terms on the City Council. In June, 1998 he was appointed by the Council to serve an unexpired term on the then Human Services and Park Commission for one year. He was reappointed the following year to a four-year term and again in June of 2003 for a second term that would have expired in June, 2007. Unfortunately, his tenure was cut short by his untimely death on July 20, 2004, while recovering from a sudden illness. At the City Council meeting of July 26, 2004, there was concurrence among Councilmembers to agendize for consideration the naming of a Culver City park in Richard Alexander’s memory (Attachment 1). Subsequently, Culver West Park, Media Park and the City Hall Courtyard were presented as locations for council consideration in a staff report to City Council on September 13, 2004. Culver West Park was one of Mr. Alexander’s park assignments during fiscal years 2003-04 and 2004-05 up until the time of his death. However, it was also reported at that time the Culver West Neighborhood Association had concerns regarding the loss of the Culver City identity if Culver West Park was renamed Richard Alexander Park. A motion was unanimously carried directing staff to work with the Alexander family, the Parks and Recreation Commission and the Culver West Neighborhood Association to come back with a name for consideration that incorporates the names of Richard Alexander and “Culver West Park” (Attachment 2). A Neighborhood Meeting including members of the Culver West Neighborhood Association, the Culver Triangle Association and the Herbert Street Association was held on Wednesday, September 28, 2005 at 7:30 p.m. in the Culver West Park Community Room. At this meeting, staff presented information regarding the renaming of the park, and asked for community input. A summary of the comments made by the public at that meeting were delivered under a separate cover to members of the Parks and Recreation Commission prior to the October 4 th Commission meeting (Attachment 3). In addition, copies of email comments regarding the renaming of the park were also provided to the Commission (Attachment 4). At the October 4, 2005 meeting of the Parks and Recreation Commission, four of the members of the Commission were present to discuss making a recommendation to City Council on renaming Culver West Park. Staff’s recommendation, based on direction from City Council on July, 26, 2004 (Attachment 1) and after discussions with the Alexander family since July 2005, was that Culver West Park, 4162 Wade Street, Culver City, CA be renamed “Richard Alexander-Culver West Park” in recognition of Mr. Alexander’s outstanding service to the City of Culver City. A motion to that effect was made. However, the motion did not receive a second. Discussion continued until the Commission passed a motion to direct staff to bring this item back to the Commission at the next Commission meeting, and that it must be at a time and place when all five Commissioners would be in attendance, to discuss alternatives within the City for honoring Richard Alexander (3 to 1, Commissioner). FISCAL ANALYSIS: The cost associated with the renaming of Culver West Park will be in replacing the currant signage (approximately $300.00) and installing a dedication plaque (approximately $600.00). These costs will be paid for using PRCS Parks account 10133100.514100 (Departmental Special Supplies). Cost of refreshments for the dedication ceremony (approximately $300.00 from 10130100.514100 – Departmental Special Supplies) and staff time (approximately $750.00 from 10131000.411100 – Regular Salaries) will be paid for by PRCS Administration.City of Culver City, California City Council Agenda Item Report ATTACHMENTS: 1. Was he ever even here ? Did he do something of major significance'? Did he help the Culver West Park neighborhood in some way' ? If so, I am not aware of it In fact, I have been told that he was never even actually assigned to this park Why is the park being renamed after him'? P2 It is troubling that the first time I was made aware of this potential name change was when I got the flyer for this meeting on Sunday (9/25/05) We want to ensure that our neighborhood remains "bonded with Culver City and having the Culver West Park name is one way we are able to do this I am opposed to the name change Leave the name as it is It is important to our community 9770 CULVER BOULEVARD CULVER CITY CA 90232 0507Page 2 of 3 P3 Do we really have any say in what happens, anyway' ? That is a very long name to have to use in case of an emergency I have called the park Culver West for the 30 years that I have lived in this neighborhood P5 First, I am concerned as to why you have singled out just one individual to recognize Many people have made contributions to our City Why favor one over another'? It would be different if Richard Alexander had meant a great deal to the park and/or the Culver West neighborhood, but it is my understanding that he did not Second, it is important to have the location of the park in the name It helps people find the park Third, I agree with the previous speaker that "Richard Alexander — Culver West Park is a very cumbersome name P6 If we are looking at new names for Culver West Park, I prefer the name Peace Park, or 'West Culver Peace Park This name has a smooth alliteration, as opposed to "Richard Alexander — Culver West Park" The park is well-used and much appreciated by those who live in the neighborhood We could make an important and timely statement by renaming the park Peace Park' P7 Many other parks in Culver City are not named after people (e g, Fox Hills Park, El Marino Park, Blanco Park Culver City Park etc ) Despite the fact that this area (due to the annexation) generates a lot of tax revenue for Culver City, those of us who live in the neighborhood are largely ignored The only time Central Culver City notices us is when we must organize to respond to something that we don t like like this renaming P6 (making another statement) In order to reduce the chance of vandalism and graffiti we could spell the name Peace Park out by carving it into a hedge (of shrubbery) P8 The last time that our neighborhood got some attention was two years ago after the shootings in the park We had multiple neighborhood meetings and workshops and got a lot of attention from City Hall At that time we asked for a sign that states PARK CLOSES AT 10 30 P M We have not even been able to get that extra sign even though our neighborhood is a Cash Cow for Culver City (i e , tax revenue from Costco, etc ) The members of our neighborhood feel abused by Central Culver City P9 Patti my name is Richard Geagan and I live in the Culver Triangle" When I drive down Washington Boulevard it is not until I get right down here (points in FILE NAME CWP MEET/NO MEMO FOR. THE COMMISSION PRINTED ON RECYCLED PAPER 4.Page 3 of 3 the general direction of the intersection of Wade Street and Washington Boulevard), that I see a sign saying that I am in Culver City People in this part of the City feel unattached to Culver City We need larger and more noticeable signs letting people know that they are in Culver City or West Culver City I am strongly opposed to changing the name of Culver West Park I will be at the Commission meeting and at the Council meeting on the renaming This is an election year I won t vote for any City Council member who votes to change the name of our park' P10 'Central Culver City" treats our neighborhood very poorly Despite the fact that this area generates a lot of tax revenue we have no identity The name of the park is one of the few ways that we are able to identify with Culver City P11 WE ARE NOT L A I Don t take away what we as citizens identify with as Culver City' P12 The City was proactive in 2001-02 There was a Visioning Committee and our meetings sometimes had over 100 participants But, for the past two or three years the City Council, the Redevelopment Agency and the Police Department have not cared about Culver West We are frustrated 'Does it really matter what we say here tonight' ? Renaming Culver West Park is really a bad ideal P13 'This time it is not a wish it is a demand Do not change the name of Culver West Park We will fight for this neighborhood (as we have done in the past) every single time 'This (park) is our only identity and we fight and fight and fight So this time, it is not a wish, but a demand!
