RECOMMENDATION:
That the City Council consider that Culver West Park be renamed “Richard
Alexander-Culver West Park,” “Culver West-Richard Alexander Park, or “Richard
Alexander Park,” another name proposed by the Council, or any other action
regarding the issue of giving honor to former Mayor, long-time Councilmember and
Parks and Recreation Commissioner Mr. Richard Alexander.
BACKGROUND/DISCUSSION:
Richard Alexander served as a member of the Parks and Recreation Commission
from June, 1971 to April, 1974 and was elected to the City Council in April of 1974.
He served four terms on the City Council. In June, 1998 he was appointed by the
Council to serve an unexpired term on the then Human Services and Park
Commission for one year. He was reappointed the following year to a four-year term
and again in June of 2003 for a second term that would have expired in June, 2007.
Unfortunately, his tenure was cut short by his untimely death on July 20, 2004, while
recovering from a sudden illness.
At the City Council meeting of July 26, 2004, there was concurrence among
Councilmembers to agendize for consideration the naming of a Culver City park in
Richard Alexander’s memory (Attachment 1). Subsequently, Culver West Park,
Media Park and the City Hall Courtyard were presented as locations for council
consideration in a staff report to City Council on September 13, 2004. Culver West
Park was one of Mr. Alexander’s park assignments during fiscal years 2003-04 and
2004-05 up until the time of his death. Therefore, Culver West Park was brought

forth as a fitting and appropriate location for honoring the memory of Mr. Alexander.
However, it was also reported at that time the Culver West Neighborhood
Association had concerns regarding the loss of the Culver City identity if Culver
West Park was renamed Richard Alexander Park. A motion was unanimously
carried directing staff to work with the Alexander family, the Parks and Recreation
Commission and the Culver West Neighborhood Association to come back with a
name for consideration that incorporates the names of Richard Alexander and
“Culver West Park” (Attachment 2).
A Neighborhood Meeting including members of the Culver West Neighborhood
Association, the Culver Triangle Association and the Herbert Street Association was
held on Wednesday, September 28, 2005 at 7:30 p.m. in the Culver West Park
Community Room. At this meeting, staff presented information regarding the
renaming of the park, and asked for community input. A summary of the comments
made by the public at that meeting were delivered under a separate cover to
members of the Parks and Recreation Commission prior to the October 4
th
Commission meeting (Attachment 3). In addition, copies of email comments
regarding the renaming of the park were also provided to the Commission
(Attachment 4).
At the October 4, 2005 meeting of the Parks and Recreation Commission, four of the
members of the Commission were present to discuss making a recommendation to
City Council on renaming Culver West Park. Staff’s recommendation, based on
direction from City Council on July, 26, 2004 (Attachment 1) and after discussions
with the Alexander family since July 2005, was that Culver West Park, 4162 Wade
Street, Culver City, CA be renamed “Richard Alexander-Culver West Park” in
recognition of Mr. Alexander’s outstanding service to the City of Culver City. A
motion to that effect was made. However, the motion did not receive a second.
Discussion continued until the Commission passed a motion to direct staff to bring
this item back to the Commission at the next Commission meeting, and that it must
be at a time and place when all five Commissioners would be in attendance, to
discuss alternatives within the City for honoring Richard Alexander (3 to 1,
Commissioner).
FISCAL ANALYSIS:
The cost associated with the renaming of Culver West Park will be in replacing the
currant signage (approximately $300.00) and installing a dedication plaque
(approximately $600.00). These costs will be paid for using PRCS Parks account
10133100.514100 (Departmental Special Supplies). Cost of refreshments for the
dedication ceremony (approximately $300.00 from 10130100.514100 –
Departmental Special Supplies) and staff time (approximately $750.00 from
10131000.411100 – Regular Salaries) will be paid for by PRCS Administration.City of Culver City, California

The purpose of this document is to provide you with a summary of the comments
that were made during the public comment portion of a presentation by PRCS
Director William La Pointe regarding the renaming of Culver West Park These
remarks were made at the Neighborhood Meeting of the Culver Triangle
Association, the Herbert Street Association and the Culver West Neighborhood
Association on Wednesday, September 28, 2005 at the Culver West Park
Community Building William LA Pointe did make comments and responded to
some of these comments and questions but the responses are not included
Excluding staff and other representatives from the City of Culver City,
approximately 25 members of the public were in attendance at the beginning of
the meeting
All comments contained herein are paraphrased, except in cases where
quotation marks have been added Each individual is designated with a P
(participant) and a number reflecting the sequence in which they first spoke (e g,
P1 P2, etc )
P1 (A resident of the Culver Triangle) 'What role did Richard Alexander play in
the park? Was he ever even here ? Did he do something of major significance'?
Did he help the Culver West Park neighborhood in some way' ? If so, I am not
aware of it In fact, I have been told that he was never even actually assigned to
this park Why is the park being renamed after him'?
P2 It is troubling that the first time I was made aware of this potential name
change was when I got the flyer for this meeting on Sunday (9/25/05) We want
to ensure that our neighborhood remains "bonded with Culver City and having
the Culver West Park name is one way we are able to do this I am opposed to
the name change Leave the name as it is It is important to our community

P3 Do we really have any say in what happens, anyway' ? In other words, Is
the park going to be renamed regardless of what happens here tonight' ? Is the
renaming of Culver West Park already a done deal'?
P4 Do you really expect us to dial 911 and say, Richard Alexander — Culver
West Park'? That is a very long name to have to use in case of an emergency I
have called the park Culver West for the 30 years that I have lived in this
neighborhood
P5 First, I am concerned as to why you have singled out just one individual to
recognize Many people have made contributions to our City Why favor one
over another'? It would be different if Richard Alexander had meant a great deal
to the park and/or the Culver West neighborhood, but it is my understanding that
he did not Second, it is important to have the location of the park in the name It
helps people find the park Third, I agree with the previous speaker that "Richard
Alexander — Culver West Park is a very cumbersome name
P6 If we are looking at new names for Culver West Park, I prefer the name
Peace Park, or 'West Culver Peace Park This name has a smooth
alliteration, as opposed to "Richard Alexander — Culver West Park" The park is
well-used and much appreciated by those who live in the neighborhood We
could make an important and timely statement by renaming the park Peace
Park'
P7 Many other parks in Culver City are not named after people (e g, Fox Hills
Park, El Marino Park, Blanco Park Culver City Park etc ) Despite the fact that
this area (due to the annexation) generates a lot of tax revenue for Culver City,
those of us who live in the neighborhood are largely ignored The only time
Central Culver City notices us is when we must organize to respond to
something that we don t like like this renaming
P6 (making another statement) In order to reduce the chance of vandalism and
graffiti we could spell the name Peace Park out by carving it into a hedge (of
shrubbery)
P8 The last time that our neighborhood got some attention was two years ago
after the shootings in the park We had multiple neighborhood meetings and
workshops and got a lot of attention from City Hall At that time we asked for a
sign that states PARK CLOSES AT 10 30 P M We have not even been able
to get that extra sign even though our neighborhood is a Cash Cow for Culver
City (i e , tax revenue from Costco, etc ) The members of our neighborhood feel
abused by Central Culver City
P9 Patti my name is Richard Geagan and I live in the Culver Triangle" When
I drive down Washington Boulevard it is not until I get right down here (points in

the general direction of the intersection of Wade Street and Washington
Boulevard), that I see a sign saying that I am in Culver City People in this part of
the City feel unattached to Culver City We need larger and more noticeable
signs letting people know that they are in Culver City or West Culver City I am
strongly opposed to changing the name of Culver West Park I will be at the
Commission meeting and at the Council meeting on the renaming This is an
election year I won t vote for any City Council member who votes to change the
name of our park'
P10 'Central Culver City" treats our neighborhood very poorly Despite the fact
that this area generates a lot of tax revenue we have no identity The name of
the park is one of the few ways that we are able to identify with Culver City
P11 WE ARE NOT L A I Don t take away what we as citizens identify with as
Culver City'
P12 The City was proactive in 2001-02 There was a Visioning Committee and
our meetings sometimes had over 100 participants But, for the past two or three
years the City Council, the Redevelopment Agency and the Police Department
have not cared about Culver West We are frustrated 'Does it really matter
what we say here tonight' ? Renaming Culver West Park is really a bad ideal
P13 'This time it is not a wish it is a demand Do not change the name of
Culver West Park We will fight for this neighborhood (as we have done in the
past) every single time 'This (park) is our only identity and we fight and fight
and fight So this time, it is not a wish, but a demand!
Note At this point in the proceedings, Mr Scott Maim, who was presiding over
the meeting, asked for a show of hands of those who are opposed to changing
the name of Culver West Park There were approximately 14 persons (excluding
City staff and representatives) remaining in the audience at the time of the vote
Unanimously, by a show of hands, those present were opposed to renaming the
Park

To Whom it May Concern,
Aq some of the few residents of the Culver West neighborhood, we would
feel very disappointed and disenfranchised to find that the name of
Culver West Park were to be changed Since our neighborhood is already
a somewhat neglected appendage of the Culver City identity, we civic
minded Culver City boosters over here on these few blocks that comprise
the Culver West neighborhood need the city to protect our interest in
preserving the name of our city park Our connection to the Culver City
identity and our representation in the government is already somewhat
tenuous compared to the rest of the city As such, we feel it's
important to preserve the symbolic tie to the city by retaining the
word Culver" in the name Culver West Park
We realize that Mr Alexander made an Important contribution to our
city but surely he can be honored in a way that takes nothing away
from any sector of the citizenry, no matter how small Please consider
the needs of the residents of the small Culver West neighborhood before
you erase the Culver West name from our park
In addition, a compromise' of a hyphenated or shared name would also be
undesirable from the point of view of a Culver West resident A much
better
idea would be to attach Mr Alexander's name to a civic building or an
entity
1Pss central to any one neighborhood The park is the emotional center
to the
Culei West neighborhood For that reason and all of the others stated,
the

As a ten year homeowner/resident on McConnell Blvd I have a strong interest in Culver West Park which is just around
the corner from my house Unfortunately I will be unable to attend this Wednesday s meeting of the Culver West
Neighborhood Association so I am writing this note with the hope of having my voice heard on the issue of reanaming
Culver West Park
I strongly oppose the renaming of our neighborhood park and this is to ask you to do what you can to retain its name For
the decade I ve lived in this neighborhood its always felt like the neglected stepchild of Culver City more Mar Vista than
Culver City Lately especially with the redevelopment projects on Washington Blvd the tide seems to have been
changing we re finally getting recognition!
But now comes word that the city (NOT the residents of neighborhoods surrounding the park ) wants to change the name
of the sole civic entity that identifies our part of town I mean no disrespect to Mayor Alexander As a former mayor and
public servant he deserves recognition but that recognition should not come at the expense of a neighborhood s sense of
identity Indeed the neighborhood ill will that would be the result a name-change for our local park hardly seems an
appropriate way to memorialize a dedicated public servant
Please do what you can both to help our neighborhood retain its sense of identity by keeping the current name of our
Culver West Park as well as to find a fitting memorial to Mayor Alexander

My name is Marshall Croddy I live at 4241 Neosho Avenue and have been a Culver City
resident for 23 years I am an attorney and executive at the Constitutional Rights
Foundation I regret that I cannot join the discussion at Culver West Park on Sept 28
because I must attend a meeting of our board of directors However, I do have some
views on the topics for discussion If possible, I would appreciate the following statement
considered at the meeting and in following deliberations
I had the utmost respect for former Mayor Richard Alexander and deeply regret his recent
passing His contributions to the City of Culver City deserve recognition and
memonalization However, I also believe that our community needs some level of
identity and a connection to Culver City as a whole At the furthest western boundary line
of the city, surrounded as we are by Los Angeles City and County areas, I think Culver
City government sometimes overlooks us and sometimes we forget our connection
Culver West Park, to my knowledge, is the only city facility in our vicinity and the only
location that even gives our area a name Culver West Therefore, I think it is important
that Culver West remain as the name of the park A compromise might be to name the
facilities building in the park in the former mayor's honor or to designate the park
Richard Alexander Culver West Park Thank you for considering my views

I am a resident of Culver City and I do not feel that we should rename Culver West Park I think that if we re going to start
renaming parks then we might as well start renaming all the streets as well Its nice that people do good things in
their lives but it doesn t mean that someone can decide that He did a good deed so lets give him a park named after
him
Just Please Stop trying to change things There are more important things to talk about Why not put
a really nice plaque or award on the walls of City Hall or some other building and this way it will be noticed and people

Dear Mayor Vera and the Culver City Council,
I am writing to ask that you not change the name of Culver West Park The west end of Culver City
has little recognition and identity The Culver West Park is who we are as a community and to rename
the park would make the residents of the area feel non-existent I have received six emails, so far, from
my neighbors w,ho agree that the Culver West Park remain, Culver West Park If the council wants to
recognize a former mayor, perhaps name the new Skateboard Park put up a statue or a plaque
However, do not change the name of Culver West Park
