RECOMMENDATION:
Staff recommends the City Council award a construction contract to Icon West, Inc.,
as the lowest responsive and responsible bidder, for the construction of Transfer
Station Wall Repair Project, P-948.
BACKGROUND:
The Culver City Transfer Station, located at 9275 West Jefferson Boulevard, was
originally constructed in 1984. Since that time it has been under continuous heavy
use. Trash, recyclable material, and green waste are delivered and sorted in the
facility before being sent to recycling facilities, refuse to energy conversion facilities,
or various landfills.
Due to its heavy use, the facility has experienced some wear and tear as well as
damage. The tipping floor was resurfaced with iron aggregate cement in 2011.
Currently, there is an immediate need to perform structural repair and strengthening
on two precast exterior wall panels which have been dislocated.
RTI Consulting, Inc. (on the list of City Council approved on-call engineering firms)
was selected to perform investigation and design of the wall repairs due to its
expertise and excellent past project performance. The plans have been reviewed
and a Building Permit is ready to be issued to the Contractor.
Since the engineer’s cost estimate for this project was less than $75,000 and the
project is an approved Capital Improvement Project in the current fiscal year budget,
the Public Works Department administratively advertised the project for bids in City of Culver City, California

August 2012, in accordance with the Culver City Municipal Code and the City’s
Purchasing Policy.
DISCUSSION:
On September 6, 2012, the City Clerk’s Office publicly opened the bids. Four (4)
contractors responded with the following bid amounts:

Staff reviewed the bid proposal of the apparent lowest bidder, Icon West, Inc.
and found the bid documents responsive and complete. Its bid bond, contractor’s
license, qualifications, and worker’s compensation insurance were reviewed and
determined to meet City requirements. Representatives from the City of Santa
Monica and UCLA indicated that Icon West, Inc.‘s performance was satisfactory on
their construction projects.
Since there are no residents adjacent to the facility and there is a need to maintain
the transfer station’s operation, the proposed construction hours are from 3 pm to 12
am. Construction inspection and testing services will be provided from the City
Council approved on-call engineering firms.

Funds remaining after all project costs have been paid will remain in the Refuse
Fund’s Fund Balance and can be used for future projects or for operations and
maintenance of the City’s refuse operations.

MOTIONS:
That the City Council:
1. Award a construction contract to Icon West, Inc., as the lowest responsive
and responsible bidder, in the amount of $71,740 for the Transfer Station Wall
Repair Project, P-948; and,
2. Authorize the Public Works Director/City Engineer to approve change orders
for a not-to-exceed amount of $15,000; and,
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
