RECOMMENDATION
Staff recommends the City Council designate the City’s Voting Delegate and up to two Alternate-Voting Delegates for the 2023 League of California Cities Annual Conference.
BACKGROUND
The City of Culver City is a member of the League of California Cities (League). Each year, the League holds an Annual Conference during which time the General Assembly votes on various matters of policy, including any resolutions presented to the General Assembly in accordance with the League’s bylaws. This year’s annual League conference will take place in Sacramento from September 20 - 22, 2023. As of August 3, 2023, there are no League General Assembly Resolutions; however, it’s possible that resolution(s) that will be presented for a vote may be available closer to the start date of the Conference.
DISCUSSION
A part of the 2023 Annual Conference is the Annual Business Meeting (during the General Assembly), which is scheduled for Friday, September 22nd. At this meeting, if there are any resolutions, they would be presented to the Voting Delegates in the General Assembly. The League membership considers and votes on resolutions that establish League policy. If a City Council Member indicates they would like to attend this year’s conference, they can express interest in participating in the General Assembly voting process.
The League indicates the designation of each city’s Voting Delegate and up to two Alternate Voting Delegates must be done by Council action, in order to be represented at the General Assembly. The League’s deadline to submit names of Delegates is August 28th, to ensure each city is represented at the 2023 General Assembly.
FISCAL ANALYSIS
Neither designation of the Voting Delegate/Alternate Voting Delegate(s), nor taking positions on the resolutions, create a fiscal impact on the City.

MOTION
That the City Council:
1. Designate Mayor/Council Member as the Voting Delegate and Mayor/Council Member(s) ______________ __________ as Alternate Voting Delegate(s); and,
2. Authorize the Voting Delegate or Alternate Voting Delegate, as applicable, to cast a vote exercising reasonable discretion at the General Assembly; or
3. Provide alternate direction as deemed appropriate.
