RECOMMENDATION:
Staff recommends the City Council consider approval of the Community
Development Block Grant (CDBG) Advisory Committee’s recommendation in the
allocation of CDBG funds for FY 2007-08 and adopt the Resolution authorizing the
filing of the 2007-08 application for funding from the CDBG program.
PROCEDURE:
1. Mayor seeks a motion to receive and file the affidavit and notice of publication.
2. Mayor calls on staff for a brief report or asks Council members if they have
questions of staff on this subject.
3. Mayor declares the Public Hearing open, and calls upon the public for comments.

BACKGROUND:
Culver City has participated in the CDBG program as a member of the Los Angeles
Urban County Entitlement since 1977. During that time the City has received
allocations in excess of $10 million, which have been approved by the City Council
to fund such projects as the construction of the new Senior Center, installation of
wheelchair ramps/curb cuts, installation and upgrade of streetlights, and
modifications to City facilities to comply with Federal accessibility regulations

including the Americans with Disabilities Act (ADA) mandates. CDBG funds have
also gone toward the administration of the CDBG program and to provide funding for
positions providing programs and services for people with disabilities.
In compliance with requirements for citizen participation in the allocation of CDBG
funding, the Community Development Block Grant Advisory Committee (CDBGAC)
meets annually to discuss the allocation of CDBG Entitlement funds. The CDBGAC
Orientation meeting was held on December 7, 2006, and a Public Hearing was held
on January 9, 2007 in which project recommendations were made by CDBGAC.
Additional material is attached for review to further describe program regulations and
eligibility criteria. Also included is a list of projects approved for FY 2006-07, as
recommended by the CDBGAC, and the individual requests for CDBG funding
submitted by the various City departments.
DISCUSSION:
The CDBG funding estimate of $316,593 is identical to 2006-07 allocation. Since FY
2001-02, CDBG funds allocated to the City have declined by 21%.
The final 2007-08 allocation will not be known until late March, after the submission
of the City’s CDBG application. Of the total estimated allocation for 2007-08,
$196,645 is earmarked for the repayment of the Section 108 Loan, which was used
to partially fund construction of the City’s new Senior Center, leaving $119,364
available to fund other CDBG projects. The CDBGAC made its recommendations at
its January 9 public hearing as to how the remainder of the funds should be utilized.
If the estimated allocation is not received at the anticipated level, the earmark will
remain the same, as adjustments will be made accordingly to capital, administration,
and public service project allocations.
CDBG funding for public service projects is capped at 15% of the City’s 2007-08
total allocation, while funding for general administration of the CDBG program is
capped at 10%. Also, as was the case in 2006-07, proposed CDBG projects must
meet the minimum budget of $10,000 to be considered. The following table
summarizes the CDBG allocation available for projects. Please note, this table
reflects the City Council’s policy of maximizing the allocation of funding for General
Administration and staff time (the Disability Services Specialist):

PROPOSED PROJECTS FOR 2007-08
The following are the recommendations of the CDBGAC for the allocation of 2007-08
CDBG funding:
Priority 1: Senior Center Section 108 Loan Repayment ($196,645): Section 108
loan funding was utilized to partially construct the City’s Senior Center. The amount
earmarked for repayment of the loan in FY 2007-08 is $196,645. The payment is
taken directly from the City’s allocation of CDBG funding. The obligation to repay
this loan will conclude with the final payment in August 2014.
Priority 2: CDBG General Administration Authority ($31,659): This project is a
priority of the Office of the City Manager, whose staff, along with Accounting Division
staff, has primary responsibility for the administration and management of the City’s
annual CDBG funding allocation. CDBG guidelines allow the City to apply up to
10% of the entitlement funds for administration, which includes administrative,
accounting and public participation costs. The CDBGAC recommends that $31,659,
the full amount allowable under CDBG regulations, be used for the reimbursement of
all eligible costs associated with the administration of the City’s CDBG program.
Priority 3: Disability Services Specialist ($47,488): The funding for this project is
a priority of the Parks, Recreation and Community Services Department and the
Disability Advisory Committee (DAC). This position assists in the identification of
available community services, and implements, conducts and facilitates services and
programs for Culver City residents with disabilities. The full amount necessary to
fund this full-time position is estimated at $95,613 for FY 2007-08. Please note that
there is a difference of $48,125 (about 50% cost of the position) between the
requested amount and the amount recommended by the CDBGAC. And, although
the CDBGAC recommends funding $47,488, for the full amount allowable under
CDBG regulations, the committee recommends the City Council fund this position in
its entirety through the General Fund. Alternatively, the Council may consider
backfilling the position with General Fund dollars to make up the difference during
the budget process. However, staff recommends continuing the use of the CDBG
funding to fund the position to the fullest extent from CDBG in keeping with City City of Culver City, California

Council past practice. The CDBG program is one of the few grant programs that
provides funding for staff time. Therefore, it remains staff recommendation to use
CDBG funds for that purpose to the fullest extent allowable under CDBG guidelines
Should the City Council determine to change this practice, an additional $47,488
would be available in FY 07/08 for eligible projects.
Priority 4: Sidewalk, Curb, & Gutter Replacement Project ($30,000): Based on
the field observation, staff located several damaged sidewalks, curbs, gutters, and
one curb ramp in need of repair The streets considered for repair fall in Tract
7024.00, Block Group 2, and meet the required eligibility for CDBG public
infrastructure projects. The total estimated construction cost to complete the
sidewalk, curb, gutter, and curb ramp repair is in the amount of $40,000, which
includes a 10% construction contingency. The Public Works Department will
request a $10,000 allocation of Gas Tax dollars for FY 2007-08 for this project,
pending project application approval from the Community Development
Commission. There is a sufficient number of additional sidewalks that can be
repaired, should additional CDBG funding become available.
Priority 5: Countdown Pedestrian Signals ($10,800): The CDBGAC
recommended the installation of countdown pedestrian signals at about $314 each.
Countdown pedestrian signals display the seconds remaining to cross an
intersection. These signals benefit individuals in wheelchairs that need to navigate a
curb cut to cross the street in addition to assisting the developmentally disabled and
the elderly. After some discussion, the Committee recommended the intersections
of Main Street and Culver Boulevard; Culver Boulevard and Duquesne Avenue.;
Sepulveda Boulevard and Washington Boulevard; Overland Avenue and Maytime
Lane; and Sepulveda Boulevard and Braddock Drive. Each intersection will have
eight devices with the exception of Overland Avenue and Maytime Lane, which
requires four devices. The estimate to purchase the 32 countdown pedestrian
signals is approximately $10,800, including contingency. The labor will be
performed by Public Works Maintenance staff.
OTHER PROJECT REQUESTS
Staff proposed a Grass Parkway Removal and Replacement Project that would
involve the removal of deteriorated grass parkways and the construction of a
concrete sidewalk in various locations along Washington Boulevard at a total
estimated cost of $36,360. This project was not chosen by the CDBGAC to pursue
in the 2007-08 CDBG application process.
The Atlantic Avenue Street Tree Project was also proposed. It would require the
planting of 6-24 inch box Southern Magnolia trees on Atlantic Avenue for a total cost City of Culver City, California

of $11,800 to include the purchase of the trees and early critical care. Due to a lack
of available CDBG funding for FY 2007-08, the CDBGAC was unable to recommend
the Atlantic Avenue Street Tree Project.
Once Council approves the list of projects for submission, it will be included as
Exhibit A in the Resolution.
FISCAL ANALYSIS:
Approval of the CDBGAC’s recommendations could result in an impact to the City’s
General Fund. The position of Disability Services Specialist can be funded through
CDBG at the maximum expenditure for public services, but leaves a need for
$48,125 that the CDBGAC requests be considered to be backfilled by the General
Fund during the budget process. The Public Works department will request $10,000
from Gas Tax fund for the sidewalk, curb, & Gutter Replacement Project in fiscal
year 2007-08 budget should the project be approved by the LACDC. The Public
Works Department has agreed to maintain all projects.

MOTION:
That the City Council:
1. Approve the 2007-08 CDBG projects, including procedures for accommodating
changes in anticipated CDBG funding and CDBG Advisory Committee
modifications, as set forth in this staff report (or as amended this evening); and
2. Adopt the Resolution authorizing the filing of the 2007-08 application for funding
from the Community Development Block Grant Program, including all
certifications; and
3. Designate the City Manager as the authorized City official to execute and file all
documents pertaining to the CDBG program, including making minor adjustments
to project funding to address the actual 2007-08 CDBG Allocation; and
4. Approve execution of the CDBG Reimbursable Contract with the County of Los
Angeles concerning Culver City’s 2007-08 CDBG Allocation, subject to the
review of the City Attorney and authorize the Mayor to sign and the City Clerk to
attest thereto.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CULVER CITY,
CALIFORNIA, AUTHORIZING THE FILING OF AN APPLICATION FOR THE
FEDERAL ASSISTANCE COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM AS PART OF THE LOS ANGELES URBAN COUNTY,
INCLUDING PROGRAM CERTIFICATIONS (2007-2008)
WHEREAS, the City of Culver City, a municipal corporation within the State of
California, operating under a Charter filed in the office of the Secretary of State January
21, 1947, possesses legal authority to apply for Federal Assistance under the Community
Development Block Grant Program; and
WHEREAS, the City has entered into a Cooperation Agreement with the County of
Los Angeles to join the Urban County for purposes of applying for Community
Development Block Grant funds.
NOW, THEREFORE, the City Council of the City of Culver City, California, DOES
HEREBY RESOLVE, as follows:
1. In compliance with State CEQA Guidelines, Section 15300, et seq., it is
determined that the project activities for the 2007-2008 program year categorically exempt
activities.
2. The objectives for the conduct of the 2007-2008 Community Development
Program are as follows:
A. To stabilize and preserve existing residential neighborhoods, preventing and
eliminating blight by improving supportive public facilities.B. To provide funding for projects servicing the elderly, the disabled and youth,
which includes the City position of Disability Services Specialist.
3. The projects and dollar amounts in priority order of 2007-2008, attached
hereto as Exhibit "A" and incorporated herein by reference and made a part hereof as
though set forth at length, are hereby approved and adopted and shall serve as the basis
for filing the application for Federal Assistance.
4. The filing of an application for Federal Assistance under the Community
Development Block Grant program for 2007-2008 as part of the Los Angeles Urban County
is authorized, including Program Certifications.
5. The City Manager of the City of Culver City or his/her designee is hereby
designated and directed as the authorized representative of the City of Culver City to act in
connection with the application to execute documents and to provide such additional
information as may be required_

Community Development Block Grant Program (CDBG)
Preparation of the 2007-08 Culver City Community Development Plan for Federal CDBG
funding, Title I of the 1974 Housing and Community Development Act, as amended.
A public hearing will be held by the Culver City Community Development Block Grant Advisory
Committee to obtain public comments and/or suggestions on how to allocate the City's projected
estimated 2007-08 CDBG allocation of $316,593. The City has committed $196,644.50 for the
2007-08 scheduled payment for the $2 million Section 108 Loan on behalf of the Senior Center
Construction Project. The resulting 2007-08 Culver City CDBG balance is $119,948.50.

All City residents, as well as those who work or conduct business in Culver City, are encouraged
to attend and be heard on the City's housing and community development needs. Subject to
federal income eligibility requirements, CDBG monies can be used for neighborhood public
improvements (for example, streets, sidewalks, street lights, etc.), accessibility modifications for
the disabled to public facilities, grant administration and citizen participation. The public service
projects funding maximum is 15% of the City's 2007-08 allocation, which is estimated to be
$47,888. For more information on project eligibility, please see the attached federal regulations.
Also included is a chart indicating, by household size, income limits for CDBG project eligibility.
In light of pre-existing City priorities, the City Council has decided that it is not feasible to use
CDBG funds for private non-profit agencies' programs.

The 1974 Housing Act (as amended) adopted by Congress authorized, among other things, the
granting of "blocks" of funds to eligible applicant municipalities nationwide to be used in certain
broad categories of activities in the areas of housing and community development. Since passage
of the 1974 Act, there have been thirty-one (31) completed application cycles of Block Grant
funds; the next application will be prepared following public input and City Council authorization,
which will include community development objectives and prioritized projects for 2007-08
(subject to federal funds being available).

Page 2Over the thirty-two (32) years that CDBG funds have been received by the City, these grant funds
have been used for the following activities:
1. Upgrading of street lighting and/or reconstruction of neighborhood streets in East Culver
City in support of the Neighborhood Preservation Program;
2. The development of a new Senior Center that serves over 4,000 seniors per year;
3. Implementation of an Advisory Committee on Redevelopment Program (low interest home
improvement loans) Citywide;
4. Installation of curb cuts for the handicapped/wheelchair users, which will now be installed
Citywide;
5. Construction of cul-de-sacs on previously dead-end streets from Helms to Sentney Avenues;
6. Planting of a greenbelt buffer between Helms Avenue and Syd Kronenthal Park, along the
northside of National Boulevard, to aesthetically screen these streets from the railroad tracks
and the Hayden Industrial Tract;
7. Construction of a stormdrain on Jacob Street between Helms and Sentney Avenues;
8. Establishment of City Coordinators for Services to the Disabled; and for Youth Services (for
counseling, referral for at-risk youth);
9. Provide in-fill street trees in East Culver City;
10. Provide funding for non-profit projects benefiting the disabled;
11. Provide partial funding for the City Paratransit Program for the transportation handicapped;
12. Set aside for future East Culver City Public Improvement Project;
13. Residential Water Conservation Retrofit Rebate Program for Low-to-Moderate Income
Culver City Residents;
14. Provide a part-time Instructor Regarding Adaptive Computer Equipment Training for the
Disabled;
15. Provide funding for the Culver City Housing Programs Family Self-Sufficiency (job skills)

1. $115,000 Repairs and improvements to the Senior Citizen's Center
(completed).
2. $2,261,480 To support the ongoing Advisory Committee on Redevelopment
Program. Through CDBG funding, 351 residential units have been
improved through this program (partial East Culver City project).
This program is currently being funded by the Culver City
Redevelopment Agency.
3 $246,283 For construction of the Jacob Street Stormdrain Project. This
capital improvement project is also partially funded by the City
(completed) (East Culver City project).
4. $150,000 McManus area cul-de-sacs and greenbelt. This project is in
support of the Neighborhood Preservation Program effort in East
Culver City (completed) (East Culver City project).
5. $468,137 Citywide curb cuts (completed)
6. $794,310 General Block Grant administration/accounting and audit costs.
Also included are citizen notification/participation support costs
and fair housing services (on-going).
7. $404,881 Jacob Street area street improvement, (completed): parts of Jacob
Street, Roberts Avenue, and Sentney Avenue (completed). (East
Culver City project).
8. $248,634 Jacob Street area street improvements: parts of Roberts and Reid

Page 5Projects and activities described above reflect the community development strategy of the City
concerning these Federal funds. This strategy was developed by the City Council, with input from
the citizenry/community at large and City staff, and reflects projects and priorities addressing
"areas" in greatest need for improvement, and is reviewed annually by these parties in the
application process for additional funding.
As reported in previous Public Information Reports, the City Council and Redevelopment Agency,
at a noticed public meeting, have replaced CDBG funding for the Neighborhood Preservation
Program with Agency low and moderate income Housing Set-Aside monies.
Although the Neighborhood Preservation Program (NPP) is no longer included in the CDBG
public hearing process, the activities funded under NPP are continuing to be provided by the City
Housing Programs staff under Agency funding. The City and Agency remain committed to
providing housing rehabilitation for low and moderate income Culver City homeowners and
tenants. For information concerning Agency Housing Programs, please call (310) 253-5780.
As is evidenced in the projects completed, underway, or planned, the major emphasis on programs
funded through the Block Grant Program has been placed on projects for senior citizens and the
disabled, and the stabilization of the residential neighborhoods in the eastern part of Culver City --
the preservation of existing housing and improvements to public facilities.
HUD approved the City's $2 million Loan Guarantee application to assist construction of the new
Culver City Senior Center. The City Council has committed loan payments that average $241,000
annually from the City's CDBG funding through August 2014 for this priority project.

program; however, this may change when final HUD figures are released.

Community Development Block Grant Program will not result in any permanent relocation of
either individuals or businesses; 2) 88% of the CDBG projects implemented during the 32 nd year
met HUD requirements for benefiting households not exceeding 80% of the County median
income or replacing deteriorated, neighborhood public infrastructure.
With the information in this report, it is hoped that those who live, work, or conduct business in
Culver City may better understand the City's CDBG program to date, and will be able to take an
active part in the assessment and planning for the program through the public hearing to be held
before the Culver City Community Development Block Grant Advisory Committee. This five-
member Committee of representatives from the Planning Commission, Parks and Recreation
Commission, Advisory Committee on Redevelopment, Disability Advisory Committee and the
Culver City Homeowners' Association, was created by the City Council of the City of Culver City
to provide a broad community perspective in obtaining public input during the CDBG public
hearing process, and for making recommendations to the City Council concerning allocation of the
City's CDBG resources.

In recommending CDBG projects for the 2007-08 program year, you must take into
account the existing commitment by the City Council to make payments from the City's
annual CDBG allocation as repayment for the City's $2.02 million Section 108 loan. The
2007-08 payment is $196,645.
The term of the loan is 15 years, which is payable until August 1, 2014. The City's ninth
loan repayment will be allocated from the City's 2007-08 CDBG allocation.
The Section 108 Loan, in effect an advance on the City's CDBG funds, was approved by
the US Department of Housing and Urban Development (HUD) during fiscal year 1998-
99 to assist in the funding of the Senior Center project, which has now been completed.

Pursuant to CDBG legislation, the City is eligible to receive a maximum of 10% of the annual
CDBG funding allocation to offset administrative and related expenses necessary to participate

requirements and do not involve staff time to implement specific projects.
Based on the 32-year history participating in CDBG, total costs for General Administration will
exceed the available 10% funding. Activities funding under General Administration project
eligibility are made up of the following:

The attached timetable provides detail on the tasks necessary to carry through with the citizen
participation, public notification and hearings procedures. In addition, the Administrator charges
the General Administration project for time for the following: 1) required monitoring and
reporting on all CDBG projects and other reposts required by CDBG for recipients of these
monies; 2) coordinating with the Accounting Division and responding to audit inquiries
concerning CDBG requisitions and audits; 3) responding to City staff technical questions about
complying with CDBG regulations in executing CDBG projects; 4) attending mandatory
training sessions and meetings concerning new or revised CDBG
laws/regulations/forms/procedures, etc. and keeping all involved City staff informed regarding
current CDBG requirements.

At their September 18, 2006 Disability Advisory Committee Meeting, the
members discussed the proposed CDBG Projects for FY07-08.
The Disability Advisory Committee recommended the installation of additional
countdown pedestrian signals at $313.93 each resulting in a total cost of $627.86
per corner. After some discussion, the intersection of Main Street and Culver
Blvd. by the Farmer's Market location were strongly recommended as one
potential site. PRCS staff also recommends the intersections of: Culver Blvd.
and Duquesne Ave.; Sepulveda Blvd. and Washington Blvd.; Maytime Lane and
Overland; and Braddock and Sepulveda Blvd. Public Works Department staff will
also recommend additional possible locations. They estimate the cost for the
purchase and installation of thirty-two (32) countdown pedestrian signals at
$10,045.60.
