RECOMMENDATION

 

Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission (1) review and finalize the draft memo to the City Council regarding homeless encampments in Culver City’s public spaces (Attachment 1); and (2) authorize transmittal of the memo to the City Council.

 

 

BACKGROUND/DISCUSSION

 

At each regular Parks, Recreation and Community Services Commission meeting, the Commission typically receives and files updates from the members of their Ad Hoc Subcommittees and representative appointees to outside Associations and City Committees.  In her role as representative appointee to the Culver City Senior Citizens Association (CCSCA), PRCS Commission Chair Kay Heineman gave an update on April 5, 2022, that included information about concerns related to the homeless encampment on the grounds of the Culver City Senior Center.  She indicated that some CCSCA members have been requesting refunds due to uneasiness about the encampment’s residents and its proximity to the Senior Center.

 

Discussion ensued between staff and Commissioners regarding the need to be sensitive and responsive to the needs of both unhoused persons and the members of the public using Culver City’s parks and facilities.  Commission consensus was achieved that Commissioner Zeidman would draft correspondence to be reviewed at this evening’s meeting.  That draft correspondence is provided as Attachment 1.  If the Commission desires to finalize the memo, it will be transmitted to the Members of the City Council.

 

May 3, 2022, Special City Council Meeting Regarding Homelessness

 

The City Council held a Special City Council meeting regarding Homelessness in the Mike Balkman Council Chambers at 6 PM on Tuesday, May 3, 2022.  Per the notice published by the City Clerk’s Office, meeting topics included:

 

Discussion and Direction Regarding Housing Programs, Housing Options and Outreach/Approaches to Address Homelessness, Including (1) Proposed Development of 13 Modular Units of Interim Housing at the Venice Parking Lot (9415-25 Venice Blvd., Los Angeles) and 24 Modular Units of Interim Housing or Permanent Supportive Housing at the Virginia Parking Lot (10555 Virginia Ave., Culver City); (2) Direct Housing Program/Master Leasing; (3) Pallet Homes Programming; and (4) Outreach to the Unhoused Population and Approaches to Addressing Homeless Encampments.

 

The purpose of the Public Hearing was for the City Council to receive presentations on approaches and programs to address homelessness, hear public comment and discuss options.  The City Council meeting video and approved meeting minutes are currently available on the City’s website at https://culver-city.legistar.com/Calendar.aspx.
