RECOMMENDATION
 
Staff recommends the City Council ratify the purchase of the recommended Fiscal Year 2025-2026 insurance policy renewals for Project Homekey and Wellness Village with an aggregate premium amount of approximately $297,952, as presented by the City’s insurance broker Alliant Insurance Services Inc. 
 
 
BACKGROUND
 
The City of Culver City is self-insured for major risk programs such as property, liability, excess earthquake/flood liability, general liability, auto, workers' compensation and other lines of insurance. To minimize the adverse effects of accidental losses and claims against the City and to protect the assets of the City from potential loss, the City annually purchases lines of insurance coverage to help minimize its risks.
 
On November 11, 2024, the City Council approved a professional services agreement with Alliant Insurance Services Inc. (Alliant) for insurance brokerage services. Under the terms of the agreement, Alliant analyzes the City’s needs, the market conditions and recommends an annual insurance program for the City.
 
On June 23, 2025, the City Council approved the recommended insurance program for the City’s annual insurance policy renewals for the City’s insurance portfolio for fiscal year 2025-2026 with a premium of approximately $3,982,989 as recommended by the City’s insurance broker Alliant.
 
 
DISCUSSION 
 
Alliant marketed the City's insurance program for Project Homekey Interim Housing and Permanent Housing programs and the Wellness Village to carriers and solicited pricing. The cost of the recommended premiums is approximately $297,952.

Currently the annual insurance cycle for the City’s Project Homekey and the Wellness Village programs does not align with the City’s overall insurance program due to the timing of the initial launch of Project Homekey and Wellness Village. These premiums renew in August as opposed to July and were inadvertently omitted from the June 23, 2025 staff report to approve the City’s Fiscal Year 2025-2026 annual renewal premiums. 
 
 
FISCAL ANALYSIS
 
The Adopted Budget for Fiscal Year 2025-2026 includes $297,952 for the insurance premiums in Account No. 10135700.619830 (HHS Department Wellness Village - Other Contractual Services), Account No. 10135500.619830 (HHS Interim Housing Homekey - Other Contractual Services) and Account No. 10135600.619830 (HHS Permanent Housing Homekey - Other Contractual Services). These accounts can be found in the HHS Department section of the budget book.

2.                     Authorize the City Attorney to review/prepare the necessary agreements; and
 
3.                      Authorize the City Manager to execute such documents on behalf of the City.
