RECOMMENDATION
Staff recommends that the Civil Service Commission approve the revised recruitment bulletins for Case Manager and Mental Health Specialist.
BACKGROUND/DISCUSSION
The Case Manager and Mental Health Specialist classifications were recently revised. These revisions incorporated updated responsibilities related to street outreach, crisis intervention, client counseling, documentation, community engagement, harm-reduction approaches, and coordination with multiple agencies. Both classifications play a crucial role in providing direct public health and behavioral health services to vulnerable and high-risk populations.
Over the last several years, the City has expanded its outreach, public health, and crisis intervention programs to better serve community members experiencing homelessness, mental health challenges, and substance use issues. As the scope and complexity of these services have evolved, updates to both classifications were necessary to ensure accurate job descriptions, proper alignment with service delivery needs, and support for effective recruitment.
Recruitment Bulletin
The final revised recruitment bulletins (Attachments 2 and 4) are reflective of the approved classification specification. The proposed updates are intended to ensure that these recruitment bulletins reflect current industry standards, departmental needs, and compliance requirements. The proposed changes to the recruitment bulletins reflect updated job duties and changes to the minimum requirements.
If these recruitment bulletins are approved by the Civil Service Commission, it is noted that the title change to “Case Manager / Outreach Worker,” will be reflected in the next release of the City’s revised Salary Schedule, which is contingent upon City Council’s approval.
Bargaining Unit Representation
These classifications are represented by the Culver City Employees Association (CCEA). The proposed recruitment bulletins were provided to CCEA for their information on Friday, October 24, 2025.
AUTHORITY
The Commission’s authority to approve new or revised recruitment bulletins is outlined in the Civil Service Rules (CSR) 6.4:
6.4 Commission Approval: Where an examination is required, the Human Resources Director shall prepare a Job Bulletin and forward it to the Commission for approval. It shall not be necessary to obtain additional Commission approval of a Job Bulletin if there have been no changes in the minimum requirements, or examination components.
FISCAL ANALYSIS
There is no fiscal impact associated with this agenda item.
