RECOMMENDATION:
Staff recommends the City Council adopt a resolution approving the application for a
regional Used Oil Block Grant in conjunction with the Cities of West Hollywood and
Beverly Hills, and authorize the City of West Hollywood to serve as the regional grant
administrator.
BACKGROUND:
For the past eight years, the Westside Cities Solid Waste Task Force, comprised of the
Cities of Culver City, West Hollywood, and Beverly Hills, has participated in a Regional
Used Oil Recycling Block Grant program. Since 2003, the City of Culver City has been
the administrator of the program.
DISCUSSION:
Effective June 1, 2006, the City of West Hollywood became the lead agency to
administer the Used Oil Block Grant. As part of this responsibility, West Hollywood will
apply for the 13
th
Cycle Grant for Fiscal Year 2007 –2008 and administer the program
for the next three fiscal years.
Grant funds will be used to hire a consultant who is responsible for promoting the
program through public outreach and education, coordinating used oil-recycling drop off

locations, providing program reports to the State of California, developing giveaway
programs, and attending City sponsored events.
Specifically in the City of Culver City, the scope of services include coordinating with
local oil change outlets to develop programs to promote the use of re-refined oil and oil
filter recycling. Additionally, the consultant will provide an outreach booth and materials
at City events such as; the Household Hazardous Waste Roundup at West LA College,
the La Ballona Creek Cleanup Event, Fiesta La Ballona, and Earth Day.
FISCAL ANALYSIS:
The California Integrated Waste Management Board funds the Used Oil Recycling
Block Grant based on the population of the applicant cities. Staff approximates the
grant amount to be $30,000 for the 13
th
grant cycle. Culver City’s Used Oil Recycling
program will be funded by the Used Oil Recycling Block Grant in cooperation with
Beverly Hills and West Hollywood and the program will be administered by the City of
West Hollywood.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CULVER CITY, CALIFORNIA, RELEASING CULVER CITY
FUNDING AVAILABLE UNDER THE USED OIL
RECYCLING BLOCK GRANT PROGRAM TO THE CITY OF
BEVERLY HILLS FOR A TRI-CITY PROGRAM.
WHEREAS, the people of the State of California have enacted the California
Oil Recycling Enhancement Act that provides funds to cities and counties for establishing
and maintaining local used oil collection programs that encourage recycling or appropriate
disposal of used oil; and
WHEREAS, the California Integrated Waste Management Board has been
delegated the responsibility for the administration of the program within the state setting up
necessary procedures governing application by cities and counties under the program; and
WHEREAS, the regional applicant will enter into an agreement with the State
of California for implementation of a used oil collection program.
NOW THEREFORE the City Council of the City of Culver City, DOES
HEREBY RESOLVE as follows:
1. The City Council of the city of culver city authorizes the City of West
Hollywood to submit a regional application to the California Integrated Waste management
Board for the 2007/2008 Used Oil Recycling Block Grant on its behalf
