RECOMMENDATION
Staff recommends the City Council adopt a resolution ordering the vacation of 543 square feet of the portion of Drakewood Avenue fronting 10701 Ranch Road, Tract No. 18215, pursuant to Division 9, Part 3 Chapter 3 of the Streets and Highway Code (Attachment 1).
PROCEDURE
1. Mayor seeks a motion from the City Council to receive and file the affidavits of publication and posting of notices and correspondence received in response to the public hearing notices; and,
2. Mayor calls for a staff report, and the City Council Members may pose questions to staff as desired; and,
3. Mayor seeks a motion to open the public hearing; and,
4. Mayor seeks a motion to close the public hearing after all public testimony has been presented; and,
5. The City Council discusses the item and arrives at its decision.
BACKGROUND/DISCUSSION
The homeowners of 10701 Ranch Road petitioned the City to vacate a sliver of public right-of-way (543 square feet) in order for it to align with the existing long-term improvements, mainly fencing, behind the back of the curb. A records search determined that the aforementioned property owners own the underlying fee to this portion of Drakewood Avenue. Exhibits A and B of the proposed Resolution include the legal description of the property and proposed street vacation area, respectively.
On February 24, 2025, the City Council adopted a resolution of intention to vacate 543 square feet of the portion of Drakewood Avenue fronting 10701 Ranch Road, Tract No. 18215 and setting the matter for public hearing on April 14, 2025.
In compliance with State of California Streets and Highways Code Division 9, Part 3, Chapter 3, the Notice of the Public Hearing (Attachment 2) was published in the March 27, 2025 and April 3, 2025 editions of the Culver City News. In addition, three signs with the public notice of this meeting were conspicuously posted along the property. Also, staff mailed a courtesy notice to property owners and residents located within a 500-foot radius of the area proposed to be vacated. All utility companies were notified of this Public Hearing.
FISCAL ANALYSIS
There is no fiscal impact from adopting the resolution. The cost to publish the Notice of Public Hearing for two successive weeks in Culver City News was $620 and was paid from Account No. 10161050.514100 (Public Works Engineering - Departmental Special Supplies) which can be found in the Public Works section of the budget book on page 408.
