RECOMMENDATION
Staff recommends the Redevelopment Agency approve a contract with Psomas for
design survey services related to the Washington/National Project in an amount
not to exceed $18,000.
BACKGROUND
A boundary survey identifies the location of boundary lines on a parcel of land. A
boundary survey will indicate the extent of any easements, identify any
encroachments, outline underlying utilities and provide monument indicators at
various perimeter points around the site. It is an essential part of preparing a site
plan and development program for the Washington/National Project. To date, a
survey has not been executed for the proposed Washington/National Project area.
DISCUSSION
Staff generated a scope of work and received bids for survey services from three
consultants recommended by Public Works. To this end, Psomas was the most
competitive for the prescribed scope of work. Given their prior excellent service,
understanding of the scope of work and industry experience, staff recommends that
the City Council approve a contract in an amount not to exceed $18,000 to conduct
a Boundary Survey and Record of Survey for the Washington/National Project. This
work will also include research of underground utilities, aerial topographic map and
monument notations.

FISCAL IMPACT
The agreement will be for an amount not to exceed $18,000 and has been budgeted
in the Washington/National program account 55092620.619800. The complete
Psomas proposal has been attached for your reference.
The Boundary Survey and Record of Survey will ensure that the Agency can
progress forward with a development program and proforma analysis for the
Washington/National Project based upon a land area verified by survey.

documents; and,
3. Authorize the Executive Director to execute such documents on behalf of the
Agency.

Subject: Design Survey/Aerial Topographic Map
Washington National Survey Scope
Dear Ms. Gerety-Warner:
Psomas will prepare a Design Survey for the site shown on attached Exhibit "A". The
basis for the Design Survey will be an Aerial Topographic Map compiled at a scale of
1 inch = 20 feet noting one foot contours and spot elevations in level areas. Please note
that this digital product can be reproduced at different scales and sizes. This Aerial Map
will then be field edited for items obscured or unidentified on the Aerial Map around the
perimeter streets only as follows:
- Venice Boulevard will be field edited from back of sidewalk to curb face
(including the top of curb, flow line and edge of gutter) noting elevations every 50
feet along with the location and identification of utilities in that portion of Venice
fronting the site including invert elevations on sewer and storm drain manholes.
National and Washington Boulevards will be field edited from back of sidewalk to
centerline (including the top of curb, flow line and edge of gutter) noting
elevations every 50 feet along with the location and identification of utilities in
those portions of National and Washington fronting the site including invert
elevations on sewer and storm drain manholes.
Research of underground utilities of record within the public street rights-of-way will be
performed with the applicable governmental agencies, and these record maps will be
merged with the visible signs of utilities found within the street Rights-of-Way. A
boundary survey will also be prepared based upon the establishment of the centerlines of
adjacent streets and a legal description in a client-supplied title report. Easements will be

Lastly, a Record of Survey will be prepared and filed noting the seven monuments being
set per attached Exhibit "A".
The cost to provide this service will be $17,500 and can be delivered within 3-4 weeks of
authorization to proceed.
