RECOMMENDATION:
Staff recommends that the Parks, Recreation and Community Services (PRCS)
Commission consider making a recommendation to City Council that Council
consider the development and management of an Archery Range at Culver City
Park City by Archery University Group.
BACKGROUND:
The subject of developing an Archery Range in a Culver City Park was raised during
the community meetings of the 2008 Plan-It Culver City Community Master Planning
process. As with all public comment and suggestions, staff has been considering
whether or not a facility and activity such as this would enhance the community’s
recreational experiences; staff has also been reviewing possible options within the
park system where this new recreational opportunity for the community might find a
venue.
Since the suggestion of an Archery Range was raised, very few venue possibilities
have presented themselves. The one venue that is the most promising is the
concrete area just to the south of the basketball court area in Culver City Park. A
location map of this area has been provided as Attachment A.

DISCUSSION:
Staff and the principals of the University Archery Group have met once with the
Comprehensive Planning Subcommittee of the Parks, Recreation and Community
Services Commission. During this meeting, there was a visit to the Rancho Park
Archery Range, 2459 Motor Ave, Los Angeles, CA 90064 (Cheviot Hills).
Information about Archery and the Operations of an Archery Range
Below is some information that the Commission may want to consider in their
deliberations as to whether or not Council should consider the development and
management of this new park amenity:
The Benefits of Archery are that Archery:
• Is a fun and relaxing sport.
• Is a disciplined and de-stressing activity that can help one to become a happier
person, become a better worker, and member of their family and community.
• Promotes physical fitness, fair play and the thrill of competition.
• Encourages all people whether male or female, young or old, people of any ability,
to participate and compete. That’s rare in any activity.
• Encourages team and individual competition that is good for the body, mind and soul
for every age while promoting friendly competition and good sportsmanship.
• Demands focus and teaches composure, confidence and self-control.
• Promotes a feeling of equality. All shooters are on the line and equal.
• Helps promote a broader personal awareness about oneself.
The Benefits to the City are that the Archery Range:
• Will produce rental revenue for Culver City as well as other benefits for the
community via revenue generated from memberships, daily rentals and fees
tournaments, special events, pro-shop and snack bar concessions.
• Brings the possibility of an Olympic training program to Culver City.
• Creates another activity where people of all abilities may participate.
• Provides new programs for grades 6-12 in the local school district.
• Will be the best archery range in the area, thereby promoting a good city image. City of Culver City, California

• Will create new jobs for area teens, adults and seniors, and will also provide new
recreation-related volunteer opportunities for the community.
• Will support local businesses.
• Will promote new International usage (Canada, South America and Japan) through
Kyudo (Japanese Archery) seminars
• Could facilitate government funding to support the park in its development efforts.
Potential Client Demographics for the Program:
• Kids ages 5-11
• Teens ages 12-19
• Adults ages 20-50
• Seniors ages 51 and up
• Families -- open to all size groups
• Persons with special needs – all size groups

Potential Range Usage (how many people will use the range?):
• Approximate number of people that currently use the Rancho Park Range on a
weekly basis? 450 people
Additional Issues to Consider
Other issues to consider are those of the amount of park usage and parking
availability. Certainly, there has been an increase in park usage in recent years with
the addition of the Skate Park and the Boneyard. Most of the activities in these
recreation areas are localized in different areas of the park, as would be the Archery
Range. Recently, parking availability for those engaging in park activities in Culver
City Park has been raised as a concern. In response to this concern, the PRCS
Commission and staff have undertaken to post restricted parking (2 hour limit, 8 a.m.
– 6 p.m., Monday – Friday) along Duquesne and the parking area at the intersection
of Duquesne and Leash Lane. These signs will be installed on January 2, 2009 and
will essentially provide more available parking for park guests. In addition, parking
will be provided in the area near the proposed archery range.
FISCAL ANALYSIS:
There is no fiscal impact to the City in discussing and recommending this item to
City Council for their consideration. However, it is projected that if City Council
should choose to enter into a lease agreement, it is expected that there would be a
net revenue gain to the City.

That the Parks, Recreation and Community Services Commission:
1. Recommend that the City Council consider the development and management of
an Archery Range at Culver City Park City by Archery University Group; and,
2. Recommend that staff take a Draft Lease Agreement before City Council for
consideration;
or
3. Provide staff with further comments.
