RECOMMENDATION:
Staff recommends the City Council award a construction contract to All American
Asphalt as the lowest responsive and responsible bidder for the construction of
Sherbourne Drive (Washington Boulevard to Cul de Sac) Street Resurfacing Project,
P-955, CDBG Project No. 601392-11.
BACKGROUND:
On December 13, 2010, the City Council approved the use of fiscal year 2011/2012
Community Development Block Grant (CDBG) funds, as recommended by the City’s
CDBG Advisory Committee, for the Sherbourne Drive Street Resurfacing Project.
This street segment was identified for resurfacing in the City’s pavement
management system. The scope of work consists of cold milling two-inches of the
deteriorated roadway pavement, reconstructing sections of localized failures, and
overlying new two-inches of new asphalt concrete.
DISCUSSION:
On April 5, 2012, the City Clerk’s Office staff publicly opened the bids. Of the four (4)
bid holders, two (2) contractors responded with the following bid amounts:

Staff reviewed the bid proposal of the apparent lowest bidder, All American Asphalt
(All American) and found the bid documents responsive and complete. Its bid bond,
contractor’s license, and worker’s compensation insurance were reviewed and meet
City requirements.
All American has completed similar street resurfacing projects for Culver City with
excellent results.
In addition, Staff recommends that the City Council authorize the Public Works
Director/City Engineer to approve change orders in an amount not-to-exceed
$13,000 (15%), if necessary for unforeseen conditions.
Should the City Council award the contract, the construction project will begin at the
end of May 2012 and is expected to be completed by the end of June, 2012.
The construction and geotechnical inspection services will be conducted by firms
chosen administratively from the City Council approved on-call lists.

That the City Council:
1) Award a contract to All American Asphalt as the lowest responsive and
responsible bidder for the Sherbourne Drive Street Resurfacing Project, P-955,
in the amount of $87,500.00; and,
2) Authorize the Public Works Director/City Engineer to approve change orders in
an amount not-to-exceed $13,000, if necessary; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
