RECOMMENDATION

 

Staff recommends that the Bicycle and Pedestrian Advisory Committee (BPAC): (1) dissolve the West LA College Ad-Hoc Subcommittee, the Tri-School Area Safe Routes to School Traffic Study Ad-Hoc Subcommittee, the Ballona Creek Bike Path Projects Ad-Hoc Subcommittee, and the Ballona Bike Creek Mobility Ad Hoc Subcommittee; and (2) create new West LA College Ad-Hoc Subcommittee, Tri-School Area Safe Routes to School Ad-Hoc Subcommittee and one or more Ballona Creek Bike Path Ad Hoc Subcommittees with defined objectives; and (3) appoint Members to each new Ad-Hoc Subcommittee and the Olympics Planning Ad-Hoc Subcommittee.

 

 

BACKGROUND

 

The Ralph M. Brown Act (Brown Act) defines the differences between a “Standing Subcommittee” and an “Ad Hoc Subcommittee.” In summary, Standing Committees are required to comply with the provisions of the Brown Act (including public notification and public participation), while Ad Hoc Subcommittees are not subject to those requirements. A standing committee has a continuing subject matter jurisdiction, or a meeting schedule fixed by charter, ordinance, resolution, or formal action of a legislative body. Whereas, in general, an Ad Hoc Subcommittee serves only a limited or specific purpose, is not perpetual, and is dissolved when its specific task is completed or time period expires.

 

 

AD-HOC SUBCOMMITTEES: CREATION, DISSOLUTION, AND APPOINTMENTS

 

Staff provides below individual recommendations for each Subcommittee, including motions.

 

 

1.  West LA College Ad-Hoc Subcommittee

 

The West LA College Ad-Hoc Subcommittee was created at the July 18, 2024 BPAC meeting. The objective of the West LA College Ad-Hoc Subcommittee is to meet with students and representatives of West LA College in order to discuss mobility challenges in and around and to and from the West LA College campus. The Subcommittee members could do any or all of the following: join, as appropriate, meetings between Public Works staff and representatives of West LA College; attend the meetings of the City Council & West Los Angeles College Liaison Subcommittee; attend other related meetings; and engage generally with members of the College and Culver City community about bike and pedestrian issues.

The current representatives to the West LA College Ad-Hoc Subcommittee are: Marvin Campbell.

 

Staff recommends the current West LA College Ad-Hoc Subcommittee be dissolved. BPAC should then determine whether to create a new West LA College Ad-Hoc Subcommittee for Fiscal Year 25-26, determine if such Subcommittee should continue work similar in nature or make changes to the Subcommittee objectives or activities, and appoint two members to the Subcommittee, if created.

 

Recommended Motion:  That BPAC make a motion to:

 

(1) Dissolve the current West LA College Ad Hoc Subcommittee; and

 

(2) Create a new West LA College Ad Hoc Subcommittee to continue work similar in nature (or with newly defined objectives or activities); and

 

(3) Appoint two members to the West LA College Ad Hoc Subcommittee to begin work as of August 25, 2025.

 

 

2.  Olympics Planning Ad-Hoc Subcommittee

 

The Olympics Planning Ad-Hoc Subcommittee was created at the July 18, 2024 BPAC meeting. The Olympics Planning Ad-Hoc Subcommittee will be dissolved after the Olympics in summer 2028, if not before.

 

The objective of the Olympics Planning Ad-Hoc Subcommittee is to represent BPAC at City Olympic planning meetings and engage generally with members of the Culver City community about bike and pedestrian topics relating to planning for the Olympics. The Subcommittee members could join or attend, as appropriate, meetings of City Council, City Council Subcommittees, Commissions, or Committees and meetings with City staff.

 

The current representatives to the Olympics Planning Ad-Hoc Subcommittee are: Jack Gallanty and Joel Falter.

 

BPAC should determine whether to continue the Ad-Hoc Olympics Planning Subcommittee, and if so appoint two members to the Subcommittee.

 

Recommended Motion:  That BPAC make a motion to:

 

(1) Continue or dissolve the current Olympics Planning Ad-Hoc Subcommittee; and

 

(2) If continuing, determine if work will be similar in nature or define different objectives or activities; and

 

(3) If continuing, appoint two members to the Olympics Planning Ad-Hoc Subcommittee to begin work as of August 25, 2025.

 

 

3.  Tri-School Area Safe Routes to School Traffic Study Ad-Hoc Subcommittee

 

The Tri-School Area Safe Routes to School Traffic Study Ad-Hoc Subcommittee was created at the July 18, 2024 BPAC meeting.

 

The City is currently conducting a Tri-School Area Safe Routes to School Traffic Study (Study). The Study will include extensive public outreach and community meetings and coordination with Culver City Unified School District and other stakeholders.

 

Staff recommends the current the Tri-School Area Safe Routes to School Traffic Study Ad-Hoc Subcommittee be dissolved. Staff further recommends that BPAC should then create a new Tri-School Area Safe Routes to School Traffic Study Ad-Hoc Subcommittee for Fiscal Year 25-26; with the objective to participate in the Study’s community outreach activities and advise staff and consultants regarding safety concerns and mobility challenges around the three adjacent schools; and appoint two members to the Subcommittee, if created.

 

The current representatives to the Tri-School Area Safe Routes to School Traffic Study Ad-Hoc Subcommittee are: Greg Maron and Carolyn Libuser.

 

Recommended Motion:  That BPAC make a motion to:

 

(1) Dissolve the current Tri-School Area Safe Routes to School Traffic Study Ad-Hoc Subcommittee; and

 

(2) Create a new Tri-School Area Safe Routes to School Traffic Study Ad-Hoc Subcommittee to continue work similar in nature (or with newly defined objectives or activities) and remain in effect until completion of the Study; and

 

(3) Appoint two members to Tri-School Area Safe Routes to School Ad-Hoc Subcommittee to begin work as of August 25, 2025.

 

 

4.  Ballona Creek Bike Path Projects and Ballona Creek Bike Path Mobility Ad-Hoc Subcommittees

 

The Ballona Creek Bike Path Projects and Ballona Creek Bike Path Mobility Ad-Hoc Subcommittees were created at the October 24, 2024 BPAC meeting.

The objective of the Ballona Creek Bike Path “Projects” Ad Hoc Subcommittee is to engage with staff and the community regarding the upcoming Ballona Creek Bike Path Sustainability and Accessibility Project and proposed projects to extend the Bike Path and add a ramp and bridge at Ince Blvd, as well as other large-scale improvement projects.

 

The current representatives to the Ballona Creek Bike Path Projects Ad-Hoc Subcommittee are: Joel Falter.

 

The objectives of the Ballona Creek Bike Path “Mobility” Ad Hoc Subcommittee is to engage with staff regarding maintenance, safety concerns, and mobility challenges along and around the Bike Path, recommend improvements, and engage generally with members of the Culver City community regarding bike and pedestrian topics relating to the Bike Path.

 

The current representatives to the Ballona Creek Bike Path Mobility Ad-Hoc Subcommittee are: Marvin Campbell, Hunter Salem, and Travis Morgan.

 

Staff recommends that the Ballona Creek Bike Path Projects and Mobility Ad-Hoc Subcommittees be dissolved. Staff recommends that BPAC consider the formation of a single subcommittee combining the current subcommittees. Members should form one or more subcommittees and determine if subcommittee(s) should continue work similar in nature or make changes to their objectives or activities. Staff also recommends appointment of two members to any subcommittee(s), if created

 

 

Recommended Motion:  That BPAC make a motion to:

 

(1) Dissolve the current Ballona Creek Bike Path Projects and Mobility Ad-Hoc Subcommittees; and

 

(2A) Create a new Ballona Creek Bike Path Ad-Hoc Subcommittees to continue work similar in nature (or with newly defined objectives or activities) as both previous subcommittees; and

 

(3A) Appoint two members to the Subcommittee to begin work as of August 25, 2025.

 

OR

 

(2B) Create a new Ballona Creek Bike Path Projects Ad-Hoc Subcommittee to continue work similar in nature (or with newly defined objectives or activities); and

 

(3B) Appoint two members to the subcommittee to begin work as of August 25, 2025.

 

(2C) Create a new Ballona Creek Bike Path Mobility Ad-Hoc Subcommittees to continue work similar in nature (or with newly defined objectives or activities); and

 

(3C) Appoint two members to the subcommittee to begin work as of August 25, 2025.

 

 

4.  Other Subcommittees

 

If BPAC members wish to create other new Subcommittees, they may at this time, or at any future meeting, propose to agendize formation of one or more new subcommittees and appoint Members thereto.

 

Recommended Motion:  No motion is required, only majority agreement to agendize the item at a future meeting.
