RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize advertising for bids for the slope repair behind the properties located at
10745, 10747, and 10751 Cranks Road and 5722 and 5724 Tellefson Road (the
“Subject Properties”).
BACKGROUND:
The history of this project is contained in the attached May 22, 2006 City Council
Agenda Item Report (Attachment 1). At said meeting the City Council approved the
following motions:
1. Approve a professional services agreement with Geo-Environmental, Inc. for
the final design of the slope repair behind the properties located at 10745,
10749, and 10751 Cranks Road and 5722 and 5724 Tellefson Road,
2. Approve a budget amendment to transfer $45,904 from unreserved General
Fund to Engineering division in Other Contractual Services account #
10160500.619800.; and,
3. Authorize the Public Works Director/City Engineer to approve an additional
change order in the amount of $30,080 for material testing and inspection
service to Geo-Environmental, Inc., during the time of construction.

DISCUSSION:
The final plans and specifications are completed and the project is ready for
construction bids.
The work consists of constructing three retaining walls across the slope behind the
subject properties. The walls will be supported by steel beams drilled deeply into the
slope and then encased in concrete. The slope ratio between walls is 2:1 and a
drainage system is incorporated in the design for both surface and underground
water to prevent buildup of water pressure behind the walls.
In the past 18 months the City was a party (along with the owners of the Subject
Properties) in litigation stemming from the February 2005 landslide. The litigation
culminated in a global settlement among all parties, which was previously approved
by the City Council. The final plans and specifications for the necessary work, and
the construction thereof, is part of that settlement, and the project is now ready for
construction bids.
As part of the in-field review completed during preparation of the final construction
documents, the City and consultant learned that the large sewer trunk mainline
under the properties is possibly in conflict with a portion of the construction of the
project. The depth of several of the soldier piles for the new retaining walls will
potentially conflict with the sewer trunk main based on an estimation of the depth of
the sewer trunk line from old construction plans. Staff was unable to achieve
certainty with the City of Los Angeles on the exact depth and location of the sewer
trunk line. As a result, a portion of the final plans had to be redesigned to avoid the
likely conflict with the sewer trunk line.
Should the City Council authorize advertisement for bids this evening, it is estimated
that the work will begin in July 2007 and be substantially completed by September
30, 2007.
FISCAL ANALYSIS:
This section is presented to the City Council in a confidential memorandum. It is the
policy of the City Council not to advertise the budget and engineer’s estimate prior to
the closing of bids.
It should be noted that City staff is continuing its aggressive pursuit of funding from
the Federal Emergency Management Administration (FEMA).
